The application of mind maps in case reporting contributes to the fulfillment of the key and breakthrough tasks of the People's Procuracy of Ha Tinh province regarding the application of information technology and digital transformation.

On June 29, 2023, Mr. Nguyen Hong Son (junior prosecutor of the People's Procuracy of Hong Linh town) presented a case report on Phan Cong Hien (born in 1989, residing in Thanh Binh Thinh commune, Duc Tho district) for the crime of "Robbery" using the mind map method.

By using the iMindmap 10 software application, combined with digitized files, document presentations, and evidence images, prosecutors have helped unit leaders easily grasp the entire content of the case to provide guidance for its resolution.

The People's Procuracy of Hong Linh Town conducted training on digitizing case files and reports using mind mapping methods.

"Reporting cases using mind maps fully and concisely illustrates the entire litigation process, case content, evidence system, and related issues such as the defendant's personal background, aggravating and mitigating circumstances of criminal responsibility..."

Each item reflected in the diagram is accompanied by images, digitized document files, and specific proposals. After listening to the case report and observing the mind map, everyone commented that evaluating evidence through this method is very comprehensive and easy to understand,” Mr. Son shared.

Prosecutor Tran Van Hai (Loc Ha District People's Procuracy) reported on his approach to resolving the case of Tran Dinh Cuong (born in 1984, residing in Thach Kim commune, Loc Ha district) for the crime of "theft of property" by applying mind maps.

Mr. Hai said: “Based on the guidelines of the Supreme People's Procuracy, I researched and applied the Xmind software to build a tree-shaped mind map. Systematizing a case using a mind map requires prosecutors to carefully study the files and documents in order to present the entire content clearly and understandably. In addition, the process of evaluating evidence fully and vividly creates high persuasiveness for the audience and helps prosecutors clarify their proposed course of action for resolving the case.”

The People's Procuracy of Ky Anh District organized a case presentation using mind maps in early June 2023.

The purpose of developing mind maps is to enhance the application of information technology in the practice of prosecution and supervision of criminal cases, improve the quality of case reporting and review of case resolution guidelines, ensuring the requirements of innovation and strengthening prosecution activities.

According to the assessment of officials, prosecutors, and inspectors, reporting cases using mind maps is a new but comprehensive, concise, and easy-to-understand method. However, to create a case mind map that is of high quality, scientific , and effective, each official or prosecutor assigned to handle the case must carefully study the content and related issues, and have a thorough understanding of the evidence and documents in the case file.

Mind maps help prosecutors easily cite and use evidence and documents when studying case files, and easily identify shortcomings in the process of exercising their prosecutorial powers and supervising trials at court.

In addition to enhancing accessibility for viewers, reporting cases using mind maps is also an effective archiving method.

Under the old method, when needing to find information and data about a case, prosecutors had to search through each page of the case file, which was time-consuming and made it difficult to proactively analyze and evaluate the case. Now, with just a few simple steps, all the information and data needed will be displayed.

The prosecution sector is increasing the application of information technology in the performance of its duties, such as using mind maps and participating in online court sessions.

On December 2, 2022, the Supreme People's Procuracy issued Directive No. 01-CT/VKSTC on the work of the people's procuracy sector in 2023. This directive identifies this year as a breakthrough year for the application of information technology and digital transformation.

In Ha Tinh province, starting from May 2023 until now, through training and pilot programs, the application of mind maps in case reporting has been implemented by the People's Procuratorates at both levels. In just under two months, the professional departments of the Provincial People's Procuratorate and all 13 district-level People's Procuratorates have developed mind maps and reported cases using images.

According to Ms. Le Thi Quynh Hoa, Director of the People's Procuracy of Ha Tinh province: "The development of mind maps is a higher step in the process of digitizing case files, aiming to achieve the current goals of judicial reform. In the coming time, the People's Procuracy at both levels in Ha Tinh province will continue to promote the development of case reports using mind maps to improve the quality of prosecution and trial supervision of criminal cases, contributing to the successful completion of the task of applying information technology and digital transformation in the people's procuracy sector."
