Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that tourism is identified as a key economic sector, making an important contribution to job creation, poverty reduction, attracting investment, promoting growth and economic restructuring, preserving and promoting the traditional, historical, and cultural values ​​of the nation, and improving the material and spiritual lives of the people.

According to the Prime Minister, in recent times, the global situation has been rapidly evolving, presenting unusual and far more complex challenges than anticipated. Domestically, the economy is still modest in scale, lacking significant internal strength, resilience, and adaptability. Furthermore, its high degree of openness means it is heavily impacted by global developments. Vietnam's tourism industry faces numerous difficulties, particularly in attracting international tourists.

According to a report by the Ministry of Culture, Sports and Tourism, in the first 10 months of 2023, the number of international visitors to Vietnam reached over 9.97 million , and domestic visitors reached 98.7 million . Total revenue from tourism reached 582.6 trillion VND.   However, tourism still faces many difficulties and challenges. International tourist arrivals in the first 10 months of 2023 were only 69% compared to the same period in 2019. In addition, the tourism industry faces many challenges, especially meeting the increasingly high demands of the domestic market and the competition from countries in the region and internationally.

In Binh Thuan province, it is estimated that in 2023, the province will welcome approximately 8.3 million tourists, including about 220,000 international visitors and about 8,080,000 domestic visitors. Total revenue from tourism is estimated at 19,500 billion VND. Tourism GRDP reached 9,750 billion VND, accounting for 9.11% of the province's total GRDP. The number of tourists visiting the province increased by an average of 16.28% per year, with international tourists increasing by an average of 2.07 times per year and domestic tourists increasing by an average of 14.8% per year. Total revenue from tourism increased by an average of 16.56% per year. Binh Thuan has also implemented the General Planning Project for the Mui Ne National Tourist Area until 2040, with a vision to 2050, and the Project for the Development of the Nighttime Economy in Binh Thuan Province until 2030 has also been completed.

To develop tourism into a key economic sector of the country, and to achieve the goal of welcoming at least 35 million international tourists and 120 million domestic tourists by 2025, Vietnamese tourism needs to truly innovate its thinking and methods with creative, breakthrough, synchronized, and effective measures; implementing "close linkages, harmonious coordination, and comprehensive cooperation".

Prime Minister Pham Minh Chinh requested the conference to find solutions to short-term and long-term problems, focusing on key issues for the rapid and sustainable development of the tourism industry. It is necessary to identify the opportunities and challenges facing Vietnamese tourism , and share successful experiences from other countries around the world. Associations, businesses, researchers, experts, and each ministry, sector, and locality should exchange ideas and propose breakthrough, specific, and feasible solutions to overcome difficulties, seize opportunities, and create favorable conditions for the rapid and sustainable development of Vietnamese tourism.

At the conference, the Prime Minister requested a focus on clarifying the following issues and requirements: mechanisms and policies for tourism development; mobilizing resources and training human resources for tourism; the organization and management of tourism development from the national level to individual units and enterprises; the coordination between different levels, ministries, sectors, units, and enterprises in tourism development; the strengthening of tourism promotion and marketing; and the promotion of digital transformation in tourism, leading to vibrant tourism activities and events in localities.

At the same time, facilitating international tourism has been a long-standing practice, including improved immigration management, e-visas, and the validity period of unilateral visa exemptions. Tourism products have been revamped, increasing their attractiveness and competitiveness. Many new destinations have received investment, and the technical infrastructure and facilities serving tourism have been improved.

Furthermore, it is necessary to strengthen regional and inter-sectoral linkages and public-private partnerships to develop tourism products and promote tourism. Enhancing the role of localities in destination management and tourism promotion will overcome seasonality and boost the attraction of international tourists through air, land, and sea border crossings.
