According to the report, it is forecasted that by 2025, the demand for land for social housing development in the province will be more than 227 hectares, corresponding to a newly completed social housing floor area of more than 1.8 million m2 (44,881 units). In the 2026-2030 period, the demand for land for social housing development will be more than 337 hectares, corresponding to a newly completed social housing floor area of more than 2.3 million m2 (48,751 units). Meanwhile, according to the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period" approved by the Prime Minister, Khanh Hoa province is assigned the target of implementing 7,800 units in the 2021-2030 period (3,400 units in the 2021-2025 period). By the end of 2024, the province has basically completed 3,364/3,400 units (reaching 98.9%).
However, according to Decision No. 444 dated February 27, 2025, the target assigned by the Prime Minister to Khanh Hoa province in 2025 is 2,496 units. Therefore, in addition to allocating 20% of land fund in commercial housing projects, it is very necessary to proactively prepare independent land funds specifically for social housing development. The process of implementing social housing investment in the province has encountered a number of difficulties: Many land fund locations oriented for independent social housing development are still in the proposal stage, have not been officially approved for investment policy, or have been approved for policy but have not yet selected investors. The work of completing legal procedures related to land (such as land allocation, land lease, land price determination), detailed planning procedures, compensation and site clearance work still faces many difficulties and is prolonged due to compensation unit prices not being suitable to reality or lacking consensus from the people.
After listening to the reports of the departments, branches and sectors, Vice Chairman of the Provincial People's Committee Tran Hoa Nam assigned the Department of Construction to coordinate with relevant departments, branches and sectors to urgently complete the Draft Decision detailing the cases where people who own houses but are far from their workplaces are entitled to social housing support policies in the province (according to Clause 2, Article 9 of Resolution 201) and submit it to the Provincial People's Committee for consideration and approval; the Department of Finance reviewed 4 projects that are preparing procedures to propose investment policies and promptly submitted them to the Provincial People's Committee for consideration and decision. The Department of Construction shall preside over and coordinate with relevant departments, branches and sectors and the People's Committees of districts, towns and cities, based on the social housing needs of each locality, to propose the addition of new land funds with potential for independent social housing development in the area, ensuring compliance with the approved general planning, zoning planning and land use planning; propose solutions to remove difficulties in projects to ensure the targets assigned by the Government ...
