Accelerate the progress of investment in social housing.

On the afternoon of June 26th, Mr. Tran Hoa Nam, Vice Chairman of the Provincial People's Committee, chaired a meeting with departments and agencies to discuss the implementation of the Provincial People's Committee's directive on promoting the development of social housing in Khanh Hoa province.

According to the report, by 2025, the province is projected to need over 227 hectares of land for social housing development, corresponding to a total completed social housing floor area of ​​over 1.8 million ^square meters (44,881 units). For the period 2026-2030, the land demand for social housing development is projected to exceed 337 hectares, corresponding to a total completed social housing floor area of ​​over 2.3 million ^square meters (48,751 units). Meanwhile, according to the "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030" project approved by the Prime Minister, Khanh Hoa province has been assigned a target of 7,800 units in the 2021-2030 period (3,400 units in the 2021-2025 period). By the end of 2024, the province had basically completed 3,364 out of 3,400 houses (reaching 98.9%).

However, according to Decision No. 444 dated February 27, 2025, the target set by the Prime Minister for Khanh Hoa province in 2025 is 2,496 units. Therefore, in addition to allocating 20% ​​of land in commercial housing projects, proactively preparing independent land funds specifically for social housing development is essential. The process of implementing social housing investment in the province faces several obstacles: Many land plots designated for independent social housing development are still in the proposal stage, have not yet received official investment approval, or have received approval but have not yet selected investors. The completion of legal procedures related to land (such as land allocation, land leasing, land valuation), detailed planning procedures, and compensation and site clearance work still face many difficulties and delays due to compensation rates not reflecting reality or a lack of consensus among the people.

After hearing reports from representatives of various departments and agencies, Vice Chairman of the Provincial People's Committee Tran Hoa Nam instructed the Department of Construction to coordinate with relevant departments and agencies to urgently finalize the Draft Decision detailing the eligibility criteria for social housing support policies in the province for individuals whose homes are located far from their workplaces (according to Clause 2, Article 9 of Resolution 201) for submission to the Provincial People's Committee for consideration and approval; the Department of Finance to review the four projects currently undergoing procedures for investment policy proposals and promptly submit them to the Provincial People's Committee for consideration and decision. The Department of Construction will take the lead in coordinating with relevant departments and agencies and the People's Committees of districts, towns, and cities to propose the addition of new land funds with potential for independent social housing development in each locality, ensuring compliance with approved general planning, zoning plans, and land use plans, based on the social housing needs of each locality.
