To ensure land data is "accurate, complete, clean, and relevant."

Quang Ninh aims to complete the construction of its land database before October 31, 2026. Currently, functional units, communes, wards, and special zones are focusing intensely on this task.

Contributing to the acceleration of the second phase of the land database construction, VNPT Quang Ninh and the Department of Agriculture and Environment proactively organized training, technology transfer, and deployment of the VNPT_iLIS software, creating user accounts for all officials and staff in the land registration offices at all levels, as well as the staff handling administrative procedures for issuing land use right certificates. To date, 845 new user accounts have been issued throughout the province, directly serving the registration and issuance of land use right certificates and land change registration; while also effectively supporting the review, updating, correction, and synchronization of the land database across the province.

Previously, during the more than two months of building the land database in phase 1, the entire province achieved positive results. As of June 5th, the Department of Agriculture and Environment and local communes had reviewed, completed, and cleaned up information on residential land parcels, updating 274,925 parcels on the VNPT_iLIS software, reaching 58.67%, of which 85,828 parcels were cleaned up by the Land Registration Office; and 54 wards, communes, and special zones cleaned up 178,625 parcels. Regarding the completion and synchronization of cadastral maps (spatial data block), the Quang Ninh Provincial Land Registration Office has standardized, edited, exported shapefiles, and synchronized 15,501 cadastral map sheets (achieving 100% of the total number of cadastral map sheets in Quang Ninh province that need to be uploaded from the spatial data block) to the VNPT_iLIS software. This includes 15,153 cadastral maps of residential and agricultural land and 366 maps of forestry land.

Regarding the results of population data verification, as of June 5th, the total number of verified population data is 468,624, reaching 100%. Of these, 333,871 data parcels have been verified and the information matches. The remaining 134,753 land parcels are data parcels for which land use right certificates have not yet been issued, including public land such as transportation land, irrigation land, and other types of land that cannot be verified.

Currently, communes, wards, and special zones are continuing to review and expedite the issuance of initial land use right certificates to households for eligible land parcels, ensuring that data is updated synchronously with the National Land Database System. Many localities are implementing this by classifying and "rolling" through groups of land parcels with complex changes over time (transfers, subdivisions, reclamation, etc.); adjusting and updating the updated information on changes in the cadastral map and base records to serve as a basis for the software to accurately identify and link the spatial information fields of the land parcels.
