Mr. Tran Van Chinh's family is one of the near-poor households in Lien Truong commune (Quang Trach district). Due to economic difficulties, his entire family has been living in an old, dilapidated house for a long time. Sharing in his family's hardship, the local government and various organizations provided support through the XNT-NDN program last February.
At the groundbreaking ceremony for the XNT-NDN project for Mr. Tran Van Chinh's family, in addition to local authorities and supporting units in the province, representatives from the Quang Trach District Branch of the Vietnam Bank for Social Policies (VBSP) attended and provided cash assistance to help Mr. Chinh complete his new, more spacious and sturdy house.
Mr. Chinh shared: His family is classified as near-poor. Their old house, built 40 years ago, is now dilapidated and unsafe during the rainy and stormy seasons. Although he is the breadwinner, he is frequently ill, and his children are young, so the dream of a new, spacious, and sturdy house was very difficult to achieve. With partial financial support from the District Branch of the Vietnam Bank for Social Policies and other charitable organizations, his family now has the opportunity to rebuild their house.

Besides Mr. Tran Van Chinh's household, the Quang Trach District Branch of the Vietnam Bank for Social Policies also provided support for rural development to two families in Canh Duong and Phu Canh communes.
Ms. Tran Thu Nga, Deputy Director of the Quang Trach District Branch of the Vietnam Bank for Social Policies (VBSP), said: Implementing the government's initiative to provide housing assistance to poor and near-poor households, and under the guidance of the VBSP - Quang Binh Branch, the District Branch has coordinated with local authorities to promptly review the list of poor and near-poor households eligible for housing assistance to develop support plans. Since the beginning of the year, the District Branch has provided partial financial assistance to three disadvantaged families in the district to help them build new houses. In addition, the District Branch has also reviewed and approved loans for four poor and near-poor households eligible for housing assistance, totaling 200 million VND. With preferential interest rates, this loan package aims to provide them with additional funds to build new, more comfortable and spacious homes.
The Vietnam Bank for Social Policies (VBSP) - Quang Binh Branch has supported rural water supply and sanitation projects for 9 poor and near-poor households in the province with a total amount of nearly 100 million VND. Furthermore, it has facilitated access to preferential loan packages for poor and near-poor households eligible for rural water supply and sanitation projects during construction and repair periods, enabling them to quickly and promptly access loans. Since the beginning of the year, the VBSP - Quang Binh Branch has facilitated loans for over 33 households totaling more than 1.3 billion VND.

Along with Quang Trach district, from the beginning of 2025 until now, the branches of the Vietnam Bank for Social Policies in districts and towns have also simultaneously implemented activities to support and assess loan applications for poor and near-poor households in the XNT-NDN category, thereby helping them have the opportunity to own a spacious and sturdy house to settle down and make a living.

According to Tran Van Tai, Director of the Vietnam Bank for Social Policies - Quang Binh Provincial Branch: In response to the Government's policy on rural and near-poor households and Project No. 2453/DA-UBND dated December 23, 2024, of the Provincial People's Committee on supporting rural and near-poor households, the Vietnam Bank for Social Policies - Quang Binh Branch has directed its district and town branches to coordinate with local authorities and organizations to review the list of poor and near-poor households to develop plans for financial support, and at the same time review the loan needs for repair and new construction of households to plan for timely capital allocation.
To ensure the program's best results, the Vietnam Bank for Social Policies - Quang Binh Branch also launched a campaign to accelerate the disbursement of support programs for rural and near-poor households, creating a ripple effect that encourages collectives and individuals throughout the branch to participate and contribute to the completion of the province's plan.
To ensure that more poor and near-poor households receive support for poverty alleviation and sustainable development, the Vietnam Bank for Social Policies - Quang Binh Branch will continue to review and provide support for poverty alleviation and sustainable development to poor and near-poor households; at the same time, it will coordinate with the government, departments, agencies, mass organizations, and savings and loan groups to review and accelerate the disbursement of loan programs supporting poor and near-poor households in poverty alleviation and sustainable development.
