Previously, having a pension and health insurance in old age was a distant dream for self-employed workers. In recent years, thanks to the attention of the State, the involvement of specialized agencies and local authorities, and the efforts of the people, this opportunity is gradually becoming a reality. The Central Social Insurance Center is actively implementing many solutions to expand coverage, aiming to ensure that more and more self-employed workers have access to pensions.

Ms. Y Kim Nhan, 44 years old, of the Ba Na ethnic group, currently lives in Tong Co 3 residential area, Nghia Lo ward, and works as a freelancer with an income of approximately 9 million VND. She learned about voluntary social insurance and pension policies for freelance workers through friends. In particular, when the Social Insurance officer from the local center came to advise and guide her mother on receiving her pension through a bank account, she received a clearer and more specific explanation about voluntary social insurance, which further strengthened her resolve to participate.

In early 2026, Ms. Nhan decided to participate in voluntary social insurance. Choosing a contribution level of 2.706 million VND/6 months (with a 30% subsidy for ethnic minorities), Ms. Nhan believes this level is suitable for her actual income.

Ms. Nhan said: “With the government's 30% subsidy, the amount I have to pay each month is 451,000 VND, which works out to 15,000 VND per day. So, by saving just 15,000 VND per day, after 15 years, I will have a monthly pension. Just thinking about receiving my regular pension gives me more motivation and encouragement so that I can take care of myself in my old age.”

By participating in voluntary social insurance, Ms. Nhan hopes for two of the most important factors in her old age: a stable income and access to healthcare. This is also the common desire of many workers who have chosen to participate in voluntary social insurance.

Understanding the legitimate needs and aspirations of self-employed workers, the Central Social Insurance Office has focused on disseminating information, mobilizing support, and increasing the rate of voluntary social insurance participation among residents in the 8 communes and wards under its management.

One of the solutions that yields clear propaganda effectiveness is improving the quality of work of the team of collaborators collecting social insurance and health insurance. With the advantage of knowing the local area and being close to the people, this force can easily approach, propagate, mobilize, and persuade target groups to participate.

Ms. Dinh Thi Mai, from Trung Tam ward, became a collaborator in collecting social insurance and health insurance contributions since the voluntary social insurance policy was introduced.

Having been involved in this work for nearly 20 years, she has always believed: "The government's policies are very good, humane, and beneficial to the people, so I want to directly promote them so that everyone knows about them and can benefit from them."

During her outreach efforts, Ms. Mai mentioned the daily living expenses of each individual and family to help people easily compare and understand the information. A crucial factor in earning her trust was her commitment to matching words with actions, her thorough understanding of policies to provide accurate advice, and her genuine concern and support for those in need.

From the beginning of 2026 until now, she has successfully encouraged two people to participate in voluntary social insurance; one person paid a lump sum for five years at a rate of 116.282 million VND, and the other paid monthly at a rate of 4.422 million VND. Ms. Mai and her team of collaborators in the area have contributed to increasing the number of new voluntary social insurance participants at the Central Social Insurance Center by 94 people in the first three months of 2026.

As a result, in the first quarter of 2026, the Central Social Insurance Office newly enrolled 94 people in voluntary social insurance; the cumulative total reached 3,751 out of 6,534 people, equivalent to 57.41% of the assigned plan.

To accomplish its tasks in 2026, the Central Social Insurance Office recognizes the need for strong determination and significant effort.

Comrade Tran Ngoc Binh - Director of the Central Social Insurance Office, said: "We will focus on promoting the dissemination of information about voluntary social insurance policies and regulations through mass media, especially social networks, to reach a wider range of employers, employees, and people in the area. At the same time, we will continue to improve the quality of the network of insurance collection collaborators, overcoming the situation of inefficient operation and lack of local coverage. In particular, we will strengthen propaganda and mobilization efforts to ensure that participants do not forget or abandon their contributions."
