As a locality undergoing rapid urbanization, the demand for housing, especially affordable housing for low-income earners, is increasing. Lao Cai has proactively developed and implemented social housing development programs linked to urban planning and socio-economic development orientations.
According to the set targets, by 2026, the entire province aims to complete the construction of 1,200 new social housing units; by 2030, the number will reach approximately 13,000 units, contributing to raising the average housing area to nearly 30 m²/person.
To realize this goal, all levels and sectors in the province have joined forces with many specific solutions. The Department of Construction proactively advised the Provincial People's Committee to issue development plans that are consistent with reality; at the same time, it coordinated with relevant agencies to resolve difficulties in the process of project implementation, especially regarding planning, land allocation, technical infrastructure, and land clearance. In addition, administrative procedures in the investment and construction sector have been reformed, creating favorable conditions for businesses to participate in the development of social housing.
Thanks to these efforts, from 2021 to the present, the entire province has implemented 18 social housing projects. Of these, 3 projects with 1,580 apartments have been completed and are ready for use; 7 projects are under construction; and 8 projects have received investment approval. In addition, 33 planned land areas for social housing development have been publicly announced, creating a long-term land fund for this sector.
Social housing projects are located in high-demand areas such as Cam Duong, Lao Cai, Sa Pa, Au Lau, Yen Bai, etc. These are all areas near industrial zones and urban areas, with convenient technical and social infrastructure. The integrated planning ensures that residents not only have a place to live but also access to essential services such as healthcare, education , public transportation, and other urban amenities, thereby improving their quality of life.
Many businesses have actively participated in the development of social housing with a high sense of responsibility. In Au Lau ward, the social housing project of Binh Minh Tay Bac Investment Joint Stock Company is being implemented with a scale of 6 buildings, a total investment of over 667 billion VND, and is expected to provide 660 apartments.
Mr. Ha Minh Dung, Head of Business Department, Binh Minh Tay Bac Investment Joint Stock Company, said: "The project's goal is not only economic efficiency but also social value, creating housing opportunities for workers and contributing to the stability of the local workforce."
After visiting the model house of the social housing project of Binh Minh Tay Bac Investment Joint Stock Company in Au Lau ward, Ms. Nguyen Thanh Nga, from Yen Ninh 8 residential group, Yen Bai ward, hopes that with an income of about 8 million VND/month, she will have the opportunity to own a social housing unit. “The apartment is reasonably designed, and the price is suitable for my ability to pay. After learning about social housing projects, I have more confidence in my ability to own an apartment that suits my financial situation.”
Hacom Lao Cai Investment Joint Stock Company is implementing social housing projects on the left bank of the Red River with a total scale of over 1,500 apartments. Currently, apartments are being handed over to residents in Lao Cai ward, while in Yen Bai ward, construction is underway on 5 buildings with a scale of 806 apartments, aiming to hand over the first apartments by the first quarter of 2027.
Mr. Nguyen Manh Thuy, Deputy Director of Hacom Lao Cai Investment Joint Stock Company, shared: “During the project implementation, the company coordinated with the Department of Construction and other relevant agencies to appraise and approve housing purchase applications, ensuring transparency and targeting the right beneficiaries, so that social housing reaches those who truly need it and meet the legal requirements.”
Mr. Nong Van Quyen, Deputy Head of the Housing and Real Estate Market Management Department of the Provincial Department of Construction, said: "In the past, the unit has regularly held meetings with investors to promptly resolve difficulties and obstacles, and accelerate the progress of project implementation. At the same time, the process of reviewing eligible buyers of social housing has been carried out openly and transparently, ensuring compliance with regulations, helping the policy reach those who truly need it."
Developing social housing is one of the key pillars of social welfare policy. When people have stable housing, they will have better conditions to work, study, and develop, thereby contributing positively to the overall development of the locality. This is also the core meaning of the goal "settling down to prosper" - the foundation for a sustainable, harmonious, and humane society.
