However, alongside the beautiful scenes, there have long been warnings about young people taking advantage of the lively atmosphere to engage in offensive behavior: impulsive actions such as excessive shouting, using anything within reach as a tool to create noise, and, more seriously, inciting reckless street racing. Even more dangerously, teasing, harassing, and even attacking pedestrians. For example, in a recent incident at a pedestrian underpass in Hanoi , a group of young people committed offenses so serious that they were arrested by authorities for disturbing public order.
