Promoting a widespread reading culture within the community is not only a goal of the library sector, but also a foundation for building a knowledge-based society and developing well-rounded individuals. Bringing books closer to the people and fostering reading habits among all social classes is being implemented through various flexible, modern, and creative models.

VICE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF HANOI CITY, NGUYEN THI ANH THI:

Developing public libraries towards modernization, digitalization, and community engagement.

The project "Developing the Public Library System of Da Nang City in the period 2021 - 2025, with a vision to 2030" identifies the overarching goal of building a modern, friendly, and efficiently operating library system that serves as a central hub for community knowledge, contributing to the development of reading culture and a lifelong learning environment.

To achieve this goal, Da Nang will focus on several key directions:

Firstly, strengthen connectivity and interoperability between libraries through a centralized management system, synchronize data, and share resources between city libraries and grassroots libraries to optimize service efficiency.

Secondly, we will promote the application of information technology to develop a reading culture linked to digital transformation. The city will build electronic libraries, digital resource repositories, organize reading promotion activities, book festivals, and reading clubs to spread a reading culture in the community, especially among young people.

Third, develop libraries into friendly, multifunctional spaces for lifelong learning where people can read, learn, and research information.

Fourth, focus on improving the quality of library human resources, especially staff at the commune and ward levels, with expertise, technological skills, and the capacity to organize community activities.

Finally, Da Nang will promote domestic and international cooperation to share resources and experiences and implement learning and research programs linked to sustainable development needs.

Developing a network of community libraries.

Developing a reading culture in local libraries still faces many challenges. The book supply is limited, and funding for new books does not meet the needs of readers, especially young people. Reading promotion activities are not regularly organized due to a lack of funding and support policies. People also have little time for reading, partly due to work and partly due to the lack of an attractive reading environment.

To address this, it is necessary to strengthen the socialization of library services, encourage organizations and individuals to donate books; and coordinate with schools and associations to organize exchange sessions, storytelling competitions, and essay writing contests to inspire a love of reading in the community.

At the same time, develop a network of "community libraries" in villages and residential areas and use social media to promote good and new books.

To better serve library users, the first step is to implement a digital library, using book management software and posting book introductions on digital platforms.

In the current context, librarians need to be more proactive and creative in reaching out to readers, building a friendly reading environment, and coordinating with organizations to make reading culture a regular activity in the locality.

Invest in a comprehensive system of local libraries.

Da Nang currently has a General Science Library with a beautiful and large space, a rich collection of books, and a team of enthusiastic librarians, effectively meeting the needs of readers.

However, not all citizens have access to and enjoy such quality services. Currently, the city has 94 communes, wards, and special zones; many of these localities still lack adequate facilities, books, and library human resources.

To bridge this gap, it is necessary to invest comprehensively in the grassroots library system, supplement diverse book sources, and especially develop e-libraries to shorten the reading culture gap between central and suburban areas; helping people in suburban and disadvantaged areas have the opportunity to access knowledge, contributing to the widespread dissemination of reading culture in the community.

Pay attention to staffing for the library.

The library's collection is now rich and interconnected across the system, contributing to attracting readers, especially students.

To ensure the sustainable and long-term operation of public libraries, we hope the city will prioritize staffing and provide funding for training for library staff. We also hope the city will invest in interconnected software and electronic systems to ensure seamless integration across the entire sector, leading to sustainable, efficient, and long-term development.
