Digital transformation, the development of e-government, and the application of science and technology are becoming key solutions in the management, operation, and socio-economic development of the country. Digital platforms are gradually permeating daily life, contributing to improved efficiency in production and business activities and bringing the digital society closer to the people.

VNPT An Giang actively collaborates with the Provincial People's Committee, departments, and localities to implement numerous digital transformation programs and solutions, yielding positive results and contributing to the development of e-government and the socio-economic development of the province. VNPT An Giang Director Tran Thai Tuyen shared: “We have collaborated in deploying and officially operating many system and software platforms on a province-wide scale, effectively serving the management and operation of all levels. These include the Provincial Administrative Procedures Information System based on a two-tier local government model; we are preparing to put this system into operation in seven departments and agencies.”

VNPT also deploys and maintains many platforms and software serving state management, such as the e-Office platform supporting leaders of provincial People's Committees, departments, and localities in processing documents in a digital environment; the database system for officials, civil servants, and public employees; the provincial reporting information system; the electronic ISO software; and the product traceability software. The unit completed the construction of the Digital Data Portal platform and put into operation the Provincial Intelligent Monitoring and Operating Center (IOC), helping leaders at all levels quickly monitor socio-economic indicators, serving timely and effective guidance and management.

According to the Provincial People's Committee, An Giang province has focused on developing postal and telecommunications infrastructure and implementing digital transformation, creating a foundation for the digital economy, digital society, and digital government. In the postal sector, the province currently has 35 postal and delivery enterprises operating stably, with 262 post offices, 215 community post offices , and 81 other service points. This network covers the entire province, effectively supporting e-commerce activities. Revenue from the postal and delivery sector is estimated at approximately 500 billion VND, making a significant contribution to the province's digital supply chain.

Simultaneously, telecommunications infrastructure – a cornerstone of digital transformation – continues to receive significant investment. Currently, there are 9 telecommunications companies and 3 mobile service providers, ensuring 100% fiber optic network coverage in all communes, wards, and special zones. The province has 10,131 mobile base transceiver stations (BTS), including 945 5G base stations, meeting the high-speed connectivity needs of residents and businesses. The province's digital indicators are at a high level with over 4.4 million mobile subscribers, 78,806 fixed-line telephone subscribers, 3.7 million mobile broadband internet subscribers, and 859,092 fixed broadband internet subscribers. 3G and 4G coverage reaches 100% in all hamlets, villages, and neighborhoods. Along with 36 postal enterprises and organizations and 129 commune-level service points, the province's digital infrastructure is always ready to serve the digital transformation task.

In the field of digital government, platform systems serving the operations of state agencies have been deployed synchronously and effectively. The document management and operational system connects 102 communes, wards, and special zones with more than 20,426 accounts, achieving a 100% rate of electronic document exchange between administrative agencies. The Intelligent Operations Center (IOC) continues to expand its integration scope, currently connecting eight key areas such as economy, society, health, education, environment, urban development, security, order, and on-site reporting, serving real-time guidance and management.

Digital transformation based on a two-tiered local government model is also being strongly implemented. Ms. Nguyen Thi Hien, a resident of Cho Moi commune, said: “When I go to the Commune Public Administrative Service Center to process land transfer documents, I can choose public services at the kiosk, get a number, and wait for my turn to have the administrative procedure processed. This method is very quick and convenient.” In addition, people can also get a queue number to submit documents online through the Zalo platform.

The Department of Health has completed the electronic medical record system at 100% of public health facilities, deploying an electronic system for managing medical examinations, treatments, and health records throughout the province, making An Giang the first locality to complete the electronic medical record system 15 days earlier than the Prime Minister's directive.
