
In border communes, starting in 2025, the Party Committee and the Command of the Provincial Border Guard have implemented the "Digital Border Information" model, providing information on relevant laws, border guard activities, local information, and necessary contact details. To date, the model has been implemented in 32 residential areas across 11 border communes of the province.
Mr. Nong Van Huy, from Ban Hang village, Kien Moc commune, said: "By simply using a smartphone to scan the QR code, I can access legal regulations on border issues and local information. The content is designed to be concise and easy to understand, helping people raise their awareness of complying with the law and proactively participate in protecting border security."
Practical experience in localities shows that people are adapting quickly to digital technology , from cashless payments and using online public services to accessing information through digital platforms. These skills are being popularized through "Digital Literacy for the People" models that are being widely implemented throughout the province.
To ensure the movement is implemented synchronously, in April 2025, the Provincial Party Standing Committee issued a plan to implement the "Digital Literacy Movement" in the province. The focus is on popularizing basic knowledge about digital transformation and digital skills among the people; ensuring that all citizens are equipped with the necessary knowledge and skills for learning, working, and living. Specifically, the goal for 2026 is that 100% of adults will have basic knowledge about digital transformation, digital skills, and be proficient in using smart devices; and 80% of adults will be certified as having achieved digital literacy on the VneID platform.
Mr. To Ngoc Hung, Head of the Science, Education, Culture and Arts Department of the Provincial Party Committee's Propaganda and Mass Mobilization Department, said: The Department has issued a document requesting Party committees and organizations at all levels to strengthen the dissemination and understanding of Resolution No. 57 on digital transformation; to raise awareness and responsibility of cadres and Party members, especially leaders. At the same time, it is necessary to strengthen the identification and replication of good models and innovative approaches; and to incorporate digital transformation content into Party branch activities in accordance with the practical realities of the locality and unit.
In response to the movement, agencies, units, and localities throughout the province have proactively surveyed and assessed the needs and potential for applying digital technology in each field to develop appropriate models. At the grassroots level, Party committees and authorities in communes and wards have leveraged the role of youth, teachers, and members of community digital technology teams in disseminating information and guiding people to access digital skills.
According to Mr. Hoang Truong An, Secretary of the Chi Lang Commune Youth Union: The commune's Youth Union has digitized three historical and cultural relics in the area, including Kim Son communal house and pagoda, Cam Temple, and Lang Mo communal house. Through QR code scanning, residents and tourists can easily look up information about the formation history, traditional festivals, and cultural and historical values of these relics, contributing to the promotion of local culture.
For agencies and departments, the movement is implemented in line with the practical requirements of each field, focusing on solutions to improve the efficiency of management and operation in the digital environment; applying technology and artificial intelligence (AI) in performing official duties; innovating the work of disseminating and popularizing laws; and improving the quality of service to citizens and businesses through digital platforms.
To date, the entire province has developed more than 40 effective models and practices in 32 agencies, units, communes, and wards.
The models show that the "Digital Literacy Movement" is gradually deepening, helping people quickly access and apply technology in their lives and production. This is also an important foundation for building digital citizens and a digital society, and contributes to promoting digital transformation in the province.
