According to regulations, the Department of Construction is responsible for issuing permits for Grade I and Grade II civil construction projects, social housing projects, and key projects in the area. Along with the rapid development of infrastructure and urban areas, the volume of permit applications is increasing, but the processing procedures are maintained in a transparent and open manner, with reduced processing times.

Obtaining construction permits earlier than the listed deadline is crucial for businesses. When applications are processed quickly, investors can commence construction sooner, saving on financial costs and bringing the project into operation more quickly.
For social housing and urban development projects, expediting procedures also contributes to increasing the housing supply, meeting the needs of residents and workers in the area.
One of the projects granted a construction permit ahead of schedule is the social housing project in Social Housing Area No. 1, located in Zones 5 and 9 of the Southern Urban Area, Bac Giang Ward and Tan Tien Ward, invested by Nodeco Joint Stock Company. The project's construction permit was issued on February 6th, 22 days earlier than the scheduled date.
This is a large-scale social housing project consisting of four towers ranging from 17 to 19 stories high. After receiving the permit, the investor has been urgently constructing many important components. Currently, hundreds of engineers and workers are focusing on constructing the foundations, basements, and technical infrastructure on the construction site.
Construction teams are being deployed simultaneously to accelerate progress, aiming to complete the project by 2027. According to a representative of Nodeco Joint Stock Company, thanks to streamlined procedures, the company has been able to proactively allocate capital and human resources and speed up the project's progress.
Similarly, the social housing project in the Dinh Tri West New Urban Area, Bac Giang Ward, invested by Areca Vietnam Investment and Services Joint Stock Company, received its construction permit from the Department of Construction on December 15th last year, nearly a week earlier than the scheduled date. The project is being built on an area of nearly 6,800 m² in Bac Giang Ward and consists of one 25-story building.
Immediately after receiving the permit, taking advantage of favorable weather conditions, the investor quickly commenced construction. Observations at the construction site these days show hundreds of workers and numerous machines being mobilized for continuous construction. To date, the contractor is completing the second-floor beam and slab structure and constructing the underground tank system, ensuring the project is on schedule. The project is expected to be completed by the end of this year as planned.
Besides the two projects mentioned above, since the beginning of the year, the Department of Construction has issued 11 construction permits for key projects in the area, mainly social housing. Of these, approximately 90% of the applications were processed 5-22 days earlier than the listed time.

Focus on assessment and expedite the licensing process.
According to the Department of Construction, shortening the permit issuance time while still ensuring compliance with legal regulations and the quality of assessment is no simple task. For large-scale projects, especially social housing and Grade I constructions, the procedures involve many areas such as planning, land, fire prevention and fighting, structural engineering, and technical infrastructure.

Mr. Nguyen Xuan Doan, Deputy Director of the Department of Construction, said: “To shorten the licensing time, the Department has focused on comprehensively reforming the administrative procedure process. This includes fully publicizing the required documents, procedures, and processing deadlines at the one-stop service center and on the electronic information portal.”
The Department's view is to provide comprehensive guidance from the outset so that businesses can prepare properly and adequately according to requirements, minimizing the need for multiple revisions and additions. This also significantly shortens the time required for quality assurance procedures, assessment, and licensing.”
In addition, the Department accepts 100% of construction permit applications online. The application of information technology allows businesses to submit documents anytime, anywhere, while also facilitating the management agency in monitoring, processing, and controlling the progress of applications.
In particular, the most difficult step in the licensing process is assessing the conformity of the design with the system of technical regulations and standards, and the fire safety requirements for high-rise buildings and large-scale social housing projects.
Current projects require very high technical standards, especially regarding fire safety, emergency exits, building structure, and infrastructure connections. If investors do not prepare thoroughly from the outset, it is easy for modifications and additions to arise, prolonging the processing time.
To address difficulties faced by businesses, the Department proactively provides guidance from the initial stages of basic design and fire safety design, and regularly coordinates with investors and consulting units throughout the process of completing the documentation. Licensing is carried out in accordance with Government Decree No. 192/2025/ND-CP dated July 1, 2025, which details and implements Resolution No. 201/2025/QH15 dated May 29, 2025, of the National Assembly on piloting some specific mechanisms and policies for the development of social housing.
As a result, many intermediaries have been eliminated, processes have been integrated, contributing to shortening investment preparation time and enabling early project implementation. However, to ensure design quality and construction safety, the Department is strengthening inspections and providing guidance to businesses throughout the implementation process.
In the coming period, the Department will continue to promote digital transformation, standardize the process of handling applications, and improve the quality of its professional staff to further shorten the time for granting construction permits. At the same time, it will strengthen coordination with relevant agencies and local authorities to resolve difficulties for businesses at the grassroots level. This will help businesses save time and costs, and accelerate the progress of key projects, especially social housing projects that the province is prioritizing.
