Proposal to abolish the A4 driver's license.

The Ministry of Public Security has proposed abolishing the A4 driver's license category and consolidating B1 and B2 categories into the same B category in the draft Law on Road Traffic Order and Safety.

According to current regulations, an A4 driver's license is for driving tractors with a payload of up to one ton. A B1 license is for non-professional drivers to operate passenger cars with up to nine seats; trucks with a design payload of less than 3.5 tons; and vehicles for people with disabilities. A B2 license is for professional drivers and trucks under 3.5 tons.

The Ministry of Public Security stated that driver's licenses issued before this law came into effect will continue to be valid for the period and date indicated on the license.

According to the draft law, a Class A1 driver's license will be issued to drivers of two-wheeled motorcycles with a cylinder capacity of up to 125cc or an electric motor power of up to 11 kW; Class A is for vehicles over 125cc or with electric power over 11 kW; and Class B1 is for three-wheeled motorcycles and vehicles specified for Class A1 licenses.

A Class B license is for drivers of passenger cars with up to 8 seats; trucks weighing up to 3.5 tons; and some types of vehicles towing trailers with a design weight of up to 750 kg. Class C1, C, D1, and D2 licenses are for trucks with a load capacity of 3.5-7 and over 7 tons; vehicles with trailers; passenger cars with 8-16 and 16-29 seats; sleeper buses, and vehicles with more than 29 seats...

The National Defense and Security Committee stated that the issuance of driver's licenses according to the new categories will be implemented for first-time applicants and for those whose licenses are being renewed or reissued.

The A4 license category has been abolished, and no driver's license categories have been specified for tractor operators based on the type and purpose of the vehicle. These vehicles will be classified as specialized motor vehicles. The B1 and B2 licenses have been merged into the same B category based on criteria such as type, power, engine, and number of seats.

According to the National Defense and Security Committee, the regulations regarding driver's licenses issued under the 2008 Road Traffic Law remain in effect to avoid disrupting and affecting the rights of citizens.

The Bill on Road Traffic Order and Safety was first discussed by the National Assembly at its 6th session at the end of 2023, and is expected to be considered and passed at the mid-2024 session.
