The Ministry of Public Security proposes to abolish class A4 driving licenses and bring classes B1 and B2 to the same class B, in the draft Law on Road Traffic Order and Safety.
According to current regulations, an A4 driver's license is for drivers of tractors with a tonnage of up to one ton. Class B1 is for people who do not practice driving to operate passenger cars with up to 9 seats; trucks with a design tonnage of less than 3,5 tons and cars for disabled people. B2 license for practicing drivers; trucks under 3,5 tons.
The Ministry of Public Security said that driver's licenses issued before this law takes effect will continue to be used according to the term and value stated on the driver's license.
According to the draft law, class A1 driving licenses will be issued to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125cc or with an electric engine capacity of up to 11 kw; Class A is for vehicles over 125cc or with an electrical capacity of over 11 kw; Class B1 is for three-wheeled motorbikes and vehicles required for class A1 driving licenses.
Class B license is for drivers of cars with up to 8 seats; Trucks with a weight of up to 3,5 tons and some types of vehicles pulling trailers with a design weight of up to 750 kg. Class C1, C, D1, D2 licenses are for trucks with a load of 3,5-7 and over 7 tons; vehicles with trailers; passenger cars with 8-16 and 16-29 seats; Sleeper buses, buses with more than 29 seats...
The National Defense and Security Committee said that the issuance of new class driving licenses will be carried out for first-time issuers and for driving licenses in cases of renewal and re-issuance.
The removal of the A4 class and no regulation of driver's license class for tractor operators is based on the type and use of the vehicle. This type of vehicle will be classified as a specialized motorbike. Class B1 and B2 licenses are brought to the same class B based on the following criteria: type, capacity, engine and number of seats.
According to the National Defense and Security Committee, regulations on driving licenses issued under the 2008 Road Traffic Law are still in effect so as not to disturb and affect people's rights.
The Road Traffic Order and Safety Bill was first discussed by the National Assembly at the 6th session at the end of 2023, and is expected to be considered for approval at the mid-2024 session.
