The above proposal was included in the summary report of recommendations from union members, workers, and trade union organizations submitted to the 14th Congress of the Vietnam Trade Union.
On the morning of June 4th, presenting a report at the solemn session, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu stated that, through the trade union congresses at all levels, the Presidium of the General Confederation of Labor had received tens of thousands of opinions on 60 groups of issues from workers, civil servants, laborers, and trade union officials nationwide.

Based on these opinions, the Executive Committee of the Vietnam General Confederation of Labor has compiled and selected five major groups of issues to report to the Party and State leaders and delegates attending the congress.
One notable proposal is to add two more days to the National Day holiday, extending the break from September 2nd to September 5th.
According to the Vietnam General Confederation of Labor, extending the holiday not only allows parents to take their children to school on the first day of the school year but also contributes to improving the quality of life and mental well-being of workers.
This proposal is also made in the context of the need to implement a comprehensive set of solutions to improve labor productivity, aiming for double-digit economic growth.
In addition, the Vietnam General Confederation of Labor proposes adding a regulation requiring businesses to arrange time for employees to take paid leave to participate in studying the Party's guidelines and policies and the State's laws. This could be organized in conjunction with Vietnam Law Day on November 9th every year.
In addition, the trade union organization also proposed many issues related to Party building, government building, and the working class; creating sustainable jobs; improving wages, ensuring social security and welfare for workers; and enhancing the effectiveness of policy and law enforcement.
According to the current Labor Code, employees are entitled to 11 paid holidays each year, including: New Year's Day (1 day), Lunar New Year (5 days), Hung Kings' Commemoration Day (1 day), April 30th, May 1st, and National Day (2 days).
From 2026, after Vietnam Culture Day on November 24th is institutionalized as a public holiday, the total number of public holidays and Tet holidays for workers will increase to 12 days per year.
This is not the first time the Vietnam General Confederation of Labor has proposed extending the National Day holiday. At the 13th Congress of the Vietnam Trade Union, the organization also suggested adding two more days off for September 2nd to allow workers to take their children to school on the first day of the new school year.
According to an announcement from the Ministry of Interior , civil servants will have 5 consecutive days off for National Day in 2026. Specifically, in addition to the two officially mandated holidays of September 1st and 2nd, the entire country will swap Monday (August 31st) to Saturday (August 22nd), combined with the weekend, creating a holiday period from August 29th to September 2nd.
