Despite many difficulties due to many influencing factors, with the close and close leadership and direction of the local Party Committee and government and the efforts, enthusiasm and responsibility of the entire political system, the military recruitment work of Mong Cai City always achieved the set goals and became a bright spot in the military recruitment work of the provincial armed forces.
Lieutenant Colonel Bui Van Duong, Deputy Commander of the Military Command of Mong Cai City, said: As a border city, the awareness of the people, especially citizens of military service age, about implementing the Military Service Law is still low. Many young people often go to work far away. This year, at the time of preliminary selection, the military service health examination was absent 20-30% of citizens. Young people of military service age passed the entrance exams to universities and colleges, while the number of citizens who completed university and college basically stayed and found jobs in cities and industrial parks outside the province. Others, when finishing their training course, did not strictly follow the transfer of military service back to their localities. Therefore, the control and management of these citizens encountered many difficulties. The number of sources was therefore greatly reduced, which significantly affected the military recruitment work.
Identifying the selection and calling of citizens to join the army as one of the key political tasks of the local military and defense work, from the beginning of the year, the City Military Command has deployed the work of reviewing and grasping the source of young people of military service age; organizing public, democratic, reasonable and just meetings to review cases of temporary deferment and exemption from military service in accordance with the Law on Military Service. At the same time, doing a good job of managing population, household registration, classifying the political quality of citizens of military age to select citizens who meet the standards, and put them on the list of medical examination mobilization with the motto of recruiting the right person.
Along with that, the health examination councils for military service at all levels organized training, fostered professional knowledge, provided guidance on health examination procedures, and specific health requirements for citizens in each locality; organized and operated recruitment examination points in a rhythmic and unified manner, and concluded citizens' health objectively and publicly... The entire city issued orders to examine 479 citizens for military service; of which, the health results of categories 1-3 were 210 citizens, reaching 43.84%, categories 4-6 were 269 citizens, reaching 57.16%. Of the total number of citizens who met the health standards to perform their duties, there were 9 citizens with university and college degrees, accounting for 6.57%; 83 citizens with high school degrees, accounting for 60.58%.
Implementing the infiltration work according to the circular process, the City Military Command has conducted training on the process from completing the dossier, infiltrating and comparing the dossier, grasping the ideological situation of the family and the citizen enlisted for the cadres of 17 communes and wards. The infiltration process at the grassroots level is carried out in accordance with the "3 meetings, 4 knowledge" process. The work of checking and comparing the citizen's dossier is strictly carried out. In cases where there is no citizen identification card (including the father and mother of the citizen enlisted), the City Military Command has coordinated with the City Police to carry out verification procedures to make citizen identification cards and issue them to the citizens before the date of enlistment, ensuring that 100% of the young people enlisting have citizen identification cards.
Up to now, Mong Cai has issued a call-up order for 177 citizens, including 168 official citizens and 9 reserve citizens. Mong Cai city has 142 citizens joining the army, 26 citizens participating in the people's police service. To encourage and motivate citizens preparing to join the army, the city has organized meetings and given gifts to outstanding citizens who volunteered to join the army with the amount of 300,000 VND/citizen; and gave gifts to citizens joining the army with the amount of 250,000 VND/citizen. Communes and wards have also done a good job of visiting and giving gifts to citizens joining the army with the value of 1.5-3 million VND/citizen.
With the attention of all levels, sectors, organizations and local authorities in the city, citizens are now excited and ready to join the army to successfully complete the task of protecting the Fatherland.
