In order to maintain political security and social order and safety, the police force of the whole province has synchronously deployed many solutions, promoting the strength of the entire political system and people, maintaining the people's security posture and ensuring local safety in all situations.

Promoting the effectiveness of Project 06

Quang Ninh is one of the leading localities in the country in digital transformation, building e-government and smart cities. Up to now, the Provincial Police have had 12 tasks, scientific and technological products, innovations, digital transformation that have completed research and are being tested for practical application; initially showing effectiveness in shortening work processes, saving time and human resources in a number of areas of Public Security work.

Lieutenant Colonel Bui Thi Phuong Mai, Head of the Department of Administrative Management of Social Order (Provincial Police) said: In the first 6 months of the year, the Provincial Police issued 70 guiding documents and organized 23 thematic conferences related to the implementation of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (Project 06). Of the 64 time-bound tasks assigned in Plan 56/KH-UBND, 14 have been completed, 21 tasks are on schedule and 19 tasks are being maintained regularly.

Some typical results, such as: Reducing paper records for 161 provincial-level administrative procedures and 5 commune-level procedures; digitizing 100% of school records at all levels, completing student databases; digitizing 270,369 land plots, 82% of Certificate issuance records and 100% of land records. Population data continues to be maintained "correct, complete, clean, and alive" with absolute accuracy.

The rate of pension and social allowance payments via non-cash accounts reached over 90%. Of the 44/53 essential public services deployed, 30 services achieved 100% qualified records; nearly 59,000 free digital signatures were issued to people, contributing to promoting electronic transactions.

The provincial administrative procedure settlement information system has been put into trial operation since June 1, 2024, ready to connect with the National Population Database before July 1, 2025. The Public Administration Service Center under the Provincial People's Committee under the 2-level government model has been put into trial operation since June 10, 2025, and officially put into operation on July 1, 2025, without any technical problems.

Colonel Nguyen Thuan, Deputy Director of the Provincial Police, affirmed: The Provincial Police, with its standing role, will continue to proactively advise, urge, and coordinate to promptly resolve arising problems; ensure security and safety of the information system. With the synchronous and drastic participation of the entire political system, Quang Ninh is determined to successfully complete the goals of Project 06 in 2025, creating a solid foundation for comprehensive digital transformation, best serving people and businesses in the new period".

Stick to the area, maintain security and order

In the spirit of "sticking to the grassroots, close to reality", Quang Ninh Police have strengthened their grasp of the situation in key areas such as densely populated urban areas, areas with large population fluctuations, industrial zones, mineral exploitation areas and border lines and border gates. With the motto "4 on-site" in handling situations (on-site forces, on-site means, on-site command, on-site logistics), the grassroots police force is deployed with sufficient numbers, equipped with modern means and professionally trained to be ready to respond effectively to arising situations.

The work of propagating and disseminating the law has been promoted in many diverse forms, from organizing direct conferences at schools, businesses, residential areas, to applying social networks to reach people quickly and effectively. The "Online Crime Reporting Portal" deployed by the Quang Ninh Provincial Police is one of the pioneering models in the country, allowing people to reflect and provide information about violations of the law quickly, accurately and confidentially. Through this information channel, many cases have been detected early and handled promptly, demonstrating the close connection between the police force and the people in the fight against crime.

Since the beginning of 2024, the Provincial Police have launched many high-profile campaigns to attack and suppress crime throughout the area. In particular, focusing on fighting and destroying crimes such as "black credit", high-tech crimes, drugs and other crimes. Thanks to the drastic direction and synchronous implementation, the police force has destroyed dozens of criminal rings, arrested hundreds of subjects, and seized many exhibits and means of committing crimes.

In addition to professional measures, Quang Ninh Police focuses on building the movement of All People Protecting National Security associated with development programs such as: Building new rural areas, civilized urban areas, improving the quality of life and legal awareness for people... Many advanced models and examples are replicated, creating a solid people's security posture, thereby detecting early and preventing violations of the law from afar.

Quang Ha Commune Police inspected conditional business establishments in the area on the first day after the reorganization of commune-level administrative units (July 1).

One of the outstanding ways is the model: "Digital connection - Keeping the sea peaceful" advised and implemented by the Hoang Tan Commune Police (old), now Ha An Ward Police in accordance with the spirit of Resolution 57-NQ/TW of the Politburo, actively contributing to maintaining security and order in the coastal area. Currently, the whole commune has mobilized 25 households to install 25 surveillance cameras in the area of ocean cages for raising oysters and mussels. The camera system is directly connected to the Commune Police, helping the police force to proactively monitor, detect unusual situations early, promptly handle violations of the law, contributing to maintaining security and order at sea.

Mr. Nguyen Van Bong (Ha An ward) said: I feel very secure when there are security cameras to serve the monitoring work, ensuring security and order, because the sea area has few people and means of transportation, if there is any unexpected problem, it will not be easy to find someone to help like on the mainland. The commune police and people participate in ensuring security and order in the offshore farming area. People are very sympathetic, supportive, completely unanimous and ready to join hands to install security cameras.

In the context of Quang Ninh's rapid development and deep integration, the requirements for ensuring security and order are increasingly high. With solidarity, courage, innovation and high political determination, along with synchronous participation from the grassroots, strong application of modern technology, the Quang Ninh Provincial Police force is increasingly affirming its core role in protecting the peaceful life of the people, contributing to creating a favorable environment for attracting investment and sustainable development.
