
On August 31, 2025, in the waters off Vinh Thuc commune, Quang Ninh province authorities detected and promptly prevented an attempt to smuggle 20 Chinese nationals illegally into Vietnam by speedboat. Immediately after receiving the information, the Provincial Police's Security Investigation Agency quickly coordinated with the Border Guard to investigate and clarify the methods and tactics used by the suspects.
At the police station, Luong Van Nam, residing in Zone 1, Mong Cai 1 Ward, confessed: "The Chinese promised me a high salary. I didn't have a stable job, so I accepted. When I went to the sand dunes at Tra Co, a Chinese man gave me a three-engine boat to drive to the wind turbine area (the sea border between China and Vietnam) to pick up 20 people and take them towards Van Don. They said that someone else would be waiting for them when we arrived in Van Don."
From cases of organized illegal entry, foreign nationals have admitted that their purpose in entering Vietnam was to find a way to a third country or to engage in other illegal activities. Hứa Thánh Nam, from Guangxi, China (one of the illegal immigrants), stated: "I came to Vietnam to go to Cambodia to find work. Because I couldn't get a passport in China, I had to travel through Vietnam to get to Cambodia."
The investigation revealed that the perpetrators exploited the long and wide coastline, using high-powered motorboats, constantly changing vehicles, and organizing nighttime pickups to evade detection by law enforcement. Notably, they also recruited unemployed local residents to assist in their illegal activities.
From the beginning of 2025 to the present, functional forces in the province have detected and handled 25 cases involving 105 individuals illegally entering and exiting the country; 10 cases have been prosecuted, with 20 defendants. The timely crackdown on these cases not only contributes to preventing threats to national security and deterring criminal activity, but also maintains stability along the border, creating a safe environment for socio-economic development.
Alongside immigration control, the Quang Ninh Provincial Police have implemented numerous plans to combat cross-border crimes such as drug trafficking, smuggling, human trafficking, and the transportation of prohibited goods. Coordination between the police, border guards, customs, and local authorities has been strengthened, forming a solid "steel shield" to protect border security.
Lieutenant Colonel Pham Van Khanh, Deputy Head of the Security Investigation Department (Provincial Police), stated: Following the directives of the Provincial Police leadership, security forces have proactively strengthened intelligence gathering and coordinated efforts to strictly handle violations, especially those related to national security and illegal immigration. The goal is to prevent any unexpected or passive situations, maintain tight control of the area, and ensure security and order.
Proactive and decisive efforts in border security have contributed to maintaining political stability and social order, creating a solid foundation for Quang Ninh's rapid and sustainable socio-economic development in the new period.
