'Support system' to help ethnic minorities rise up.

To achieve its goals, Bac Kan province has implemented numerous solutions to strengthen the Party's leadership over ethnic affairs. This has contributed to stabilizing political security and maintaining national unity in the province.

According to the Government and the Committee for Ethnic Minorities Affairs ' decisions currently in effect, Bac Kan province has 34 communes in Zone I, 7 communes in Zone II, and 67 communes in Zone III, with 648 particularly disadvantaged villages. The province's population is approximately 320,000 people, comprising 7 ethnic groups. Of these, ethnic minorities account for over 88%. To effectively implement National Target Program 1719, from the beginning of 2024, the Provincial People's Committee issued a plan and numerous guiding documents for the implementation of each program, project, and ethnic policy; directing units and localities to seriously implement Government Decree No. 05/2011 on ethnic affairs and the Strategy for Ethnic Affairs to 2030, with a vision to 2045.

With its comprehensive coverage across various sectors, the Program has initially created positive changes in disadvantaged areas. In 2022 and 2023, hundreds of projects were invested in using the Program's funds, gradually resolving the shortages of land for housing, production land, and clean water for the people. Essential infrastructure serving production and daily life in ethnic minority and mountainous regions is also gradually being completed, making it easier to exploit the potential and strengths of these regions, creating much hope for poor households in ethnic minority areas.

For example, six market facilities in Cong Bang and Bang Thanh communes (Pac Nam district); Hiep Luc and Thuan Mang communes (Ngan Son district); Quang Phong commune (Na Ri district); and Yen Han commune (Cho Moi district) have been renovated and upgraded to meet the needs of people for buying, selling, and consuming goods. At the same time, Bac Kan province has also implemented 57 centralized water supply projects in villages and hamlets still facing difficulties with clean water, allocating over 18 billion VND to localities to purchase water tanks and pipes, creating a source of clean water for poor households, near-poor households, and ethnic minority households, contributing to ensuring a reliable water supply and improving community health.

According to the report of the Provincial Ethnic Affairs Committee, in 2024, Bac Kan province was allocated nearly 1,100 billion VND to implement the National Target Program 1719 (including funds carried over from 2022 and 2023): over 469 billion VND for investment capital and over 603 billion VND for recurrent expenditures. To date, Bac Kan province has allocated 100% of the planned capital and budget for 2024 to relevant units and localities.

Ms. Trieu Thi Thu Phuong, Head of the Ethnic Affairs Committee of Bac Kan province, stated that the difficulties and obstacles encountered in the past have been actively addressed by the leading agency, the Provincial Ethnic Affairs Committee, in coordination with relevant departments, agencies, and localities. They have advised the province on resolving these issues and proactively conducted inspections and monitoring of the Program's implementation in localities, especially at the commune level. With strong commitment and determination, many difficulties and obstacles have been resolved. Based on this, a new system of legal documents has been issued by the Government and ministries, amending, supplementing, and replacing old documents, fundamentally resolving obstacles in localities. As a result, the progress of implementing National Target Programs 1719, especially Project 1 on supporting land for housing, production land, and clean water for the people, has achieved many outstanding results.
