Many socio -economic infrastructure projects have been invested in comprehensively, gradually addressing pressing issues in ethnic minority and mountainous regions.

Over the past three years of implementation, thanks to investment resources from the National Target Program 1719, ethnic minority and mountainous areas have undergone significant changes, and the lives of people in disadvantaged areas have gradually improved. Under Project 1, "Addressing the shortage of land for housing, production land, and clean water," in 2023, Tam Duong district was allocated 312 million VND to address the shortage of clean water for its residents. From this fund, the district provided 276 million VND to help 92 ethnic minority households in Nung Nang commune and 12 households in Binh Lu commune purchase clean water tanks.

Directly benefiting from the support, Mr. Vang A Ha from Phan Chu Hoa village, Nung Nang commune, shared that previously, villagers used stream water for bathing, washing clothes, cooking, and drinking. Every day, people had to go to the stream to carry water home. Receiving financial support to buy water storage tanks for daily use has made us very happy. With clean water available, our family's health is ensured, and we no longer have to struggle with water shortages during the dry season.

Similarly, in Muong Te district, using resources from national target programs, especially National Target Program 1719, the locality has focused on investing in infrastructure development, including the construction and repair of clean water facilities. Mr. Dao Van Khanh, Chairman of the People's Committee of Muong Te district, said that in recent years, the district has proactively built a water supply system by installing water pipes to bring water to communes and villages for the people. To date, the entire district has invested in building 114 hygienic water supply facilities in communes and villages. These water supply facilities have proven effective after investment, with the percentage of people in the area using hygienic water reaching 95.9%.

To date, the National Target Program 1719 has achieved positive results, contributing to changing the face of ethnic minority and mountainous areas in Lai Chau province. In difficult, remote, and isolated areas, investment and support directly related to the people, such as support for land and housing, vocational retraining, and access to clean water (Project 1); training in ethnic knowledge, vocational training, and capacity building for the community (Project 5); gender equality policies (Project 8); and policies to reduce child marriage and consanguineous marriage (Project 9)... have brought positive effects, improving the spiritual and material lives of ethnic minority people.

Resources from national target programs, including National Target Program 1719, have created a strong impetus for Lai Chau to implement targets and tasks related to socio-economic development and sustainable poverty reduction. Preliminary results of the implementation of national target programs in the 2021-2025 period in the province (September 2024) show that many targets have been met and exceeded the plan and objectives for the entire period, such as: The poverty rate decreased by an average of 4.09% per year, and in poor districts, it decreased by an average of 5.49% per year.

Currently, the percentage of communes with paved or concrete roads leading to the commune center reaches 100%; the percentage of health stations built with solid structures reaches 100%; the percentage of children from poor and near-poor households attending school at the appropriate age reaches 98.3%; the percentage of poor and near-poor households using clean water for daily life reaches 92%; 100% of poor and near-poor households in poor districts in need of housing support receive support...
