Housing support, helping ethnic minorities settle down and make a living

At the end of 2023, Ms. Ly Thi Ngoc's family (My Thanh commune, Bach Thong district, Bac Kan province) was handed over a new, solid and spacious house worth more than 200 million VND. As a poor family in the locality, for many years the family had to live in a dilapidated old house without the conditions to renovate it. When the National Target Program 1719 was implemented, Ms. Ngoc's family's housing difficulties were resolved. From the State's support fund, Ms. Ngoc's family boldly borrowed more from the Social Policy Bank to build a new residence on the old land. The new, solid house has given the family more motivation to strive to develop the economy , stabilize their lives and escape poverty.

Ms. Ngoc's family is just one of nearly 400 poor households receiving housing support under Project 1 of the National Target Program 1719 in Bac Kan province in 2023. In addition to housing, clean water is also one of the urgent needs of people in ethnic minority and mountainous areas that receives special attention and support. In the past 2 years, from the capital of the National Target Program 1719, Bac Kan province has implemented 57 concentrated domestic water projects in villages and hamlets that still have difficulties in clean water; over 18 billion VND has been allocated to localities to buy water tanks and taps, creating a source of domestic water for poor households, near-poor households, and ethnic minority households, contributing to providing a guaranteed water source and helping to improve the health of the community.

No longer having to worry about begging for water in each dry season, now Mr. Ban Tien Tho - My Thanh commune (Bach Thong district) can rest assured when the clean water project under the new National Target Program 1719 project has been invested in and built in the village. Previously, to have water for daily use, Mr. Tho's family had to use long bamboo trees to bring natural water from streams for use. With the support of the State, his family was supported to install water pipes and tanks, so they have enough clean water for daily use, without worrying about water shortages in the dry season.

After more than 3 years of implementation, from the investment resources of the National Target Program 1719, the disadvantaged areas, ethnic minority and mountainous areas of Bac Kan province have had positive changes, the lives of people have been gradually improved. According to the Ethnic Minorities Committee of Bac Kan province, in the period of 2021 - 2025, the province was allocated more than 3,000 billion VND to implement the National Target Program 1719. To date, Bac Kan has allocated over 2,000 billion VND to 10 component projects of the program. From the allocated capital, 334 essential works have been invested, upgraded and repaired; nearly 500 households have been supported to build houses; 170 production models according to the value chain to create livelihoods in localities have been organized and implemented. In 2023, Bac Kan has 23/29 targets achieved and exceeded the plan; Economic growth rate reached 6.33%, ranked 33rd in the country; reduced 2.76% of poor households...

In 2024, Bac Kan province was allocated nearly 1,100 billion VND to implement the National Target Program 1719. From the allocated resources, Bac Kan province is focusing on prioritizing investment resources to develop rural infrastructure in disadvantaged areas, remote and isolated areas. In addition, the province also continues to have policies to support production development, ensuring essential conditions for housing and domestic water, thereby helping ethnic minorities and mountainous areas to escape poverty and stabilize their lives.
