Addressing the shortage of land and housing among ethnic minority communities.

Through the implementation of Project 1 under the National Target Program 1719, Lai Chau province has focused on providing support in terms of land, housing, production land, and clean water for ethnic minority communities. This has contributed to stabilizing their lives, especially in disadvantaged, remote, and mountainous areas within the province.

To effectively implement the National Target Program 1719, based on the sustainable development orientation of the Lai Chau Provincial Party Committee and People's Committee, Project 1 on supporting land for housing, production land, and clean water for ethnic minorities and people in mountainous areas has received consistent guidance from the provincial level to the grassroots. In addition, the departments, agencies, and the Fatherland Front in the province play a key role in ensuring that all resources and policies are implemented correctly and achieve the highest effectiveness.

Furthermore, Resolution No. 04/NQ-HĐND dated April 17, 2024, of the Provincial People's Council on the allocation of central government budget funds for 2024 stipulates that the province has allocated a total of over 52 billion VND from central government, local government, and social mobilization funds. Of this amount, over 4 billion VND was invested in Project 1 alone to address the shortage of residential land, housing, production land, and clean water for ethnic minority and mountainous communities.

Specifically, Lai Chau city received 80 million VND for housing support; Tan Uyen district received 120 million VND for housing support and 27 million VND for agricultural land. Phong Tho district received the largest investment with over 1.5 billion VND for housing support and over 1.3 billion VND for agricultural land support. Sin Ho district, where many households are in difficult circumstances, received 680 million VND for residential land support; 1.8 million VND for housing support, 15 million VND for agricultural land, and 697 million VND for centralized water supply. Notably, border districts such as Nam Nhun and Muong Te received significant capital support with the goal of helping ethnic minorities achieve stable livelihoods.

In implementing Project 1, the departments and agencies of Lai Chau province undertook important tasks such as planning, capital allocation, and monitoring the implementation process. Specifically, the Department of Planning and Investment coordinated with the Department of Finance in allocating funds; the Department of Agriculture and Rural Development was responsible for projects supporting agricultural land and clean water; and the Department of Construction supervised housing support programs.

By September 2024, Lai Chau province had disbursed over 353 billion VND for the year, reaching 32% of the annual plan. Overall, from the beginning of the period to September 2024, the province had disbursed a total of 1,185 billion VND, reaching 65.5% of the medium-term plan.
