To achieve these goals, the Government is focusing on 11 key tasks and solutions.

1. Prioritize promoting growth, continuously renewing traditional growth drivers (investment, consumption, exports), and strongly promoting new growth drivers (digital economy , green economy, circular economy...).

2. Maintain macroeconomic stability, control inflation, ensure major economic balances, strive for credit growth of over 15%; strive for state budget revenue to be at least 5% higher than in 2024.

3. Developing institutions with an innovative mindset of "both strict management and development creation, maximizing the mobilization of development resources, and creating new development spaces"; creating a legal framework to mobilize and effectively utilize all resources for development.

4. Focus on completing key national infrastructure systems: upgrading and expanding several expressways according to planned scale; putting into operation Tan Son Nhat T3 terminal and Noi Bai T2 terminal; completing the main components of Long Thanh International Airport...

We are striving to complete 3,000km of expressways and to begin construction on the Lao Cai - Hanoi - Hai Phong railway line.

5. Promote the restructuring of industries and sectors associated with digital transformation, green transformation, and equitable and sustainable energy transition; develop new and effective business models.

Promote the development of supporting industries and services; effectively implement the Semiconductor Industry Development Strategy.

Restructuring the agricultural sector, developing 1 million hectares of high-quality, low-emission rice. Striving to reach 20 million international tourists by 2025.

6. Focus on developing high-quality human resources in conjunction with promoting scientific research, technology development and application, and fostering entrepreneurship and innovation.

Effectively implement training programs to produce 50,000 semiconductor engineers and other human resources to support high-tech development.

7. Develop culture, improve the material and spiritual lives and health of the people. Strive to eliminate all temporary and dilapidated houses by the end of 2025 and complete over 100,000 social housing units...

8. Vigorously implement strategies, plans, and action programs to realize the initiatives and commitments made at COP26 in order to bring net emissions to "zero" by 2050. Develop the national marine economy and maritime space sustainably.

9. Continue to implement decisively, synchronously, and effectively the resolutions on socio-economic development and ensuring national defense and security in the six socio-economic regions.

10. Strengthen the fight against corruption, negative practices, and waste; avoid criminalizing civil, administrative, and economic relations. Actively resolve difficulties and obstacles in renewable energy projects, the two projects for Bach Mai Hospital and Viet Duc Hospital (Phase 2), and several other real estate projects. Decisively remove the IUU "yellow card."

11. Strengthen national defense capabilities; firmly protect independence, sovereignty, unity, and territorial integrity, preventing passivity and surprise attacks; ensure political security and social order.

Guiding principle: implementing the resolutions and conclusions of the Central Committee of the Party, the Politburo, the Secretariat, and the National Assembly:

"Discipline and responsibility, proactive and timely action, accelerated innovation, and sustainable effectiveness."

"Don't say no, don't say it's difficult, don't say yes without doing it," "If you say it, do it; if you commit, you must fulfill it; if you do it, you must do it effectively."

"The Party has given the direction, the Government has agreed, the National Assembly has consented; we are only discussing implementation, not retreat."

Tuoi Tre newspaper excerpts the summary report on the results of implementing the socio-economic development plan for 2024 and the projected socio-economic development plan for 2025 of the Government at the 8th session of the 15th National Assembly.
