Ms. YN (Ho Chi Minh City) asks: If a student's parents died due to a work-related accident, and the family receives a one-time survivor's benefit from the Social Insurance, does that student qualify for a 50% tuition fee reduction under Decree No. 238/2025/ND-CP?

Regarding this matter, the Ministry of Education and Training responds as follows:
Clause 3, Article 18 of Decree No. 238/2025/ND-CP stipulates the procedures and process for implementing tuition fee exemptions and reductions, learning cost support, and tuition fee payment support for learners at preschools, primary and secondary schools , continuing education, vocational education, and higher education institutions. It requires a Decision on entitlement to monthly allowances for the father or mother who suffered a work accident or occupational disease, issued by the Social Insurance agency, applicable to the subjects specified in Clause 2, Article 16 of Decree No. 238/2025/ND-CP.
Therefore, if a student's parent died in a work-related accident and they have a decision from the provincial Social Insurance agency granting a one-time survivor's benefit, they are not eligible for the 50% tuition fee reduction policy as stipulated in Decree No. 238/2025/ND-CP.
