Restructure budget spending, focusing on strategic infrastructure.
During the 2021-2026 term, the Provincial People's Council issued a system of important resolutions that created a foundation and basis for implementing annual budget estimates, such as: Resolution No. 72/NQ-HĐND dated December 9, 2021, on the 5-year financial plan 2021-2025; Resolution No. 76/NQ-HĐND dated December 9, 2021, on the medium-term public investment plan for the period 2021-2025; Resolution No. 66/2021/NQ-HĐND dated December 9, 2021, on the decentralization of revenue sources, expenditure tasks, and the percentage (%) distribution of revenue between budgets of local government levels…
The Provincial People's Council also promptly adjusted the capital plan of projects that did not meet the disbursement schedule to add new projects and transitional projects that are likely to be disbursed within the year; proactively adjusted and reduced unnecessary expenditures, and adjusted the public investment plan from land use fee revenue in the context of provincial budget shortfalls in previous years due to the impact of the pandemic…

Maximum priority will be given to key projects, strategic transportation infrastructure, regional connectivity, digital transformation, green transformation, and social welfare; resolute cuts will be made to non-essential expenditures and the spread of investment will be limited. Total local budget expenditure for the period 2021-2025 will reach VND 136,609 billion; of which, development investment expenditure will consistently account for a high proportion (over 50.5%), and the disbursement rate of public investment capital will average 90% of the annual plan.
During its term, the Provincial People's Council also approved the investment policy for 17 key transportation infrastructure projects with high spillover effects, such as: the 40km riverside road project connecting the Ha Long - Hai Phong expressway to Dong Trieu town, with a total investment of over 6,400 billion VND, creating a new development space; and provincial roads 345 and 342 connecting with Lang Son and Bac Giang (now Bac Ninh) provinces, contributing to promoting regional linkages. Simultaneously, 7,008 billion VND was allocated from development investment resources for the overall program for sustainable socio -economic development in ethnic minority, mountainous, border, and island areas; and 2,300 billion VND was allocated to 54 communes and wards in special zones to upgrade infrastructure and beautify urban areas.
Strict resource management and project control.
To support development, the Provincial People's Council also reviewed and approved a list of 641 land acquisition projects for national and public benefit, totaling 7,558.9 hectares; 462 projects requiring land use conversion; and 312 projects involving the conversion of forest land to other purposes. In addition, to attract high-quality non-budgetary capital, the Provincial People's Council approved a list of 29 land plots for bidding to select strategic investors and 5 pilot land plots for commercial housing projects in accordance with Resolution No. 171/2024/QH15 of the National Assembly .
In conjunction with unlocking resources, the Provincial People's Council also demonstrated a resolute and responsible spirit by deciding to cancel 280 land acquisition projects (covering 1,594.83 hectares), 132 land-use change projects (covering 366.05 hectares), and 21 projects converting forest land to other purposes (covering 178.19 hectares) due to prolonged non-implementation, resulting in resource waste and directly affecting the legitimate rights of the people…
Over the past six years, Quang Ninh has mobilized approximately over 500,000 billion VND in total social investment capital, attracting many new corporations and investors. Many notable projects have been put into operation, such as the Ha Long - Van Don expressway (funded by the state budget) and the Van Don - Mong Cai expressway (funded by non-state budget sources), contributing to raising the province's total expressway length to 176 km.
For the 2026-2031 term, the Provincial People's Council has identified the need to prioritize saving resources and focusing them on key national strategic projects such as: the Hanoi-Quang Ninh high-speed railway; the Hai Phong-Ha Long-Mong Cai railway; the Cua Luc 2 bridge; the expressway connecting to Gia Binh airport; and bridges and transportation routes connecting with China, aiming to expand development space, promote logistics, trade, import and export, and attract investment.
