Specifically, when receiving a scam call, users can assign a name to the caller and provide it to the application. However, this feature has been abused by some irresponsible individuals or those with ulterior motives, who assign names indiscriminately, causing inconvenience and even harm to both the caller and the recipient. Therefore, a call identification solution implemented and managed by mobile network operators is a viable and highly anticipated solution. In theory, only subscribers who belong to the eligible group and have registered for this service will have their names displayed, instead of just their phone numbers.
Currently, Vietnam Post Corporation is conducting a pilot program for identified calls in Hanoi. Accordingly, calls from Vietnam Post's call center, as well as those from Vietnam Post's delivery staff and postal workers, will display the caller's name as "VietNamPost" on the recipient's device. Previously, following directives from the Ministry of Information and Communications (MIC), since October 27, 2023, all calls and messages from agencies under the MIC, as well as mobile and fixed-line telecommunications providers, have been identified. These units widely publicize their identified names displayed on recipients' devices. For example, all calls and messages from the MIC (including its affiliated units) will display the name "Bo_TTTT".
Of course, the ID numbering system will only be effective when expanded to state agencies, especially those that have previously been targeted by impersonation, such as the police, courts, procuratorates, banks, and service organizations with high user transaction volumes. It would be even better if this system could be extended to businesses and service providers who need it. For example, in October 2023, the Ho Chi Minh City Power Corporation (EVNHCMC) collaborated with Viettel and MobiFone to implement the ID numbering system, so that when contacting customers, the displayed identifier is "EVNHCMC".
In addition, the agency issuing digital identity cards needs to have complete procedures in place to manage identity card holders and implement sanctions and penalties for cases of misuse of digital identity cards that harm users.
