
On the morning of June 25th, the working group of the Editorial Team under the Socio-Economic Subcommittee worked with the People's Committee of Hai Duong province to prepare documents and reports for the 14th National Congress of the Communist Party of Vietnam. The working group was led by Comrade Cao Viet Sinh, senior expert, former Permanent Deputy Minister of Planning and Investment , and Permanent Member of the Editorial Team of the Socio-Economic Subcommittee.
Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Hai Duong province, along with leaders of provincial departments and agencies, worked with the delegation.
At the meeting, the leaders and delegates jointly assessed, exchanged, and discussed the results of implementing the goals, tasks, and solutions for socio-economic development in Hai Duong province for the 5-year period 2021-2025, as well as the direction and tasks for socio-economic development in Hai Duong province for the 5-year period 2026-2030.
Speaking to clarify and answer the opinions of the working group members, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, stated that Hai Duong will continue to steadfastly strive to achieve an average growth rate of over 10% during this term. In recent years and in the coming period, Hai Duong will continue to focus on developing transportation infrastructure connecting industrial zones and clusters, and improving the quality of human resources to selectively attract high-tech and supporting industry projects; while also paying attention to the development of high-tech agriculture, green growth, digital transformation, tourism development, ensuring environmental protection in production and people's lives; and attracting investment resources for cultural institutions to serve and improve the spiritual life of the people…

Comrade Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested the working group to pay attention to creating favorable conditions for the province to soon establish a specialized economic zone; to allow the locality to implement some special mechanisms to attract investment and exploit the province's advantages. The central government needs to unify its direction and allocate resources from the central government to the locality to comprehensively address inter-provincial pollution issues; and to have model examples of waste collection and treatment for localities to follow, in accordance with the reality of Vietnam. The central government also needs to promote stronger decentralization and delegation of power to localities to implement tasks faster and more conveniently, as well as assign responsibility to localities in carrying out their work. A clearer mechanism is needed to protect and help officials unleash their creativity and initiative; regulations on personnel rotation should be reviewed to ensure efficiency in handling work, especially highly specialized and unique tasks…

On behalf of the working group, Cao Viet Sinh, Standing Member of the Editorial Board of the Socio-Economic Subcommittee, highly appreciated the development results achieved by Hai Duong province since the beginning of the term, especially in the context of the province facing many difficulties and major challenges. He suggested that Hai Duong should continue to implement solutions to mobilize and allocate resources; accelerate the disbursement of public investment capital; increase people's income; shift the economic structure in a positive direction; and restore and maintain a high growth rate. Hai Duong also needs to pay attention to ensuring social security and social safety for its people and attract people from other localities to live, study, and work there.

Later that afternoon, the working group of the Editorial Team under the Socio-Economic Subcommittee conducted a direct survey of several projects in the province.
According to the report of the Provincial People's Committee, in recent years, Hai Duong province has closely followed the direction and management of the Central Committee, the National Assembly, and the Government, effectively implementing the 10-year socio-economic development strategy 2021-2030 and the 5-year socio-economic development plan 2021-2025 of the country; concretizing the objectives of the Resolution of the 17th Provincial Party Congress (2020-2025 term) into specific programs, projects, and plans for socio-economic development and ensuring national defense and security. Focus has been placed on boosting production and business activities, mobilizing and effectively utilizing investment resources, developing infrastructure, and achieving comprehensive development in all socio-economic sectors.
Hai Duong's achievements are very clear: its economy has consistently maintained a high growth rate compared to many provinces and cities in the region and higher than the national average; the economic structure has shifted in a positive direction, reducing the proportion of agriculture, forestry, and fisheries, and increasing the proportion of the industrial-construction and service sectors. Since the beginning of the term, the province's GRDP has increased by an average of 8.4%, and the size of the economy has increased 1.4 times, reaching VND 184,123 billion in 2023. The cultural and social sectors have made progress in many aspects; local defense and military capabilities have been maintained.
