On the morning of December 20th, the Thanh Hoa Provincial Association of the Blind held its 8th Congress of Delegates for the 2024-2029 term. Attending the congress were Mr. Pham Viet Thu, President of the Vietnam Association of the Blind; representatives from provincial departments and agencies; and 128 official delegates representing 3,026 members of the Thanh Hoa Provincial Association of the Blind.

During the 2019-2024 term, despite facing numerous difficulties and challenges, the Executive Committee of the Thanh Hoa Provincial Association of the Blind, thanks to the guidance and support of the Vietnam Association of the Blind; the effective coordination, assistance, and facilitation from provincial departments, agencies, and organizations; philanthropists; and the people of the province, has always upheld the spirit of solidarity, overcome difficulties, proactively carried out its work, and flexibly organized its activities to successfully achieve the set goals and tasks.

Notably, the focus has been on improving the quality of its staff and gathering members. The Provincial Association of the Blind regularly prioritizes organizing training courses for officials at all levels within the province on professional skills. During the 2019-2024 term, the Provincial Association of the Blind conducted training courses for 600 officials at various levels. Following these training courses, many key officials have demonstrated improved skills and abilities, leading to effective organization, management, and operation of the Association's activities.

Educational and training efforts aimed at improving the intellectual level of the population have been given significant attention and have yielded high effectiveness. During the 2019-2024 term, the Thanh Hoa Center for Vocational Education and Training for the Blind (hereinafter referred to as the Center) organized Braille literacy and literacy training for 490 members. In addition, the Center opened four vocational training classes in traditional massage, spinal manipulation, and office computer skills for 80 students at the Center, with funding support from the Chairman of the Thanh Hoa Provincial People's Committee.

Furthermore, the Provincial Association of the Blind always focuses on creating loan sources, providing employment, and caring for the lives of its members. The Association identifies traditional massage and bamboo toothpick making as its two main traditional crafts, providing regular employment and stable income for its members. To date, each district association has at least one facility producing bamboo toothpicks and traditional massage for the blind. Most facilities regularly upgrade and renovate their infrastructure to ensure cleanliness and modernity, focusing on equipping them with necessary tools, improving technical equipment, and enhancing skills and product quality to attract and meet the increasing demands of customers. As a result, it is estimated that more than 300 members of the Provincial Association of the Blind have regular employment, earning over 3 million VND per person per month. The total revenue from concentrated production during the 2019-2024 term reached nearly 93 billion VND.

In its 8th term (2024-2029), with the motto "Unity - Compassion - Integration - Progress," the Provincial Association of the Blind sets out several key tasks, namely: Strengthening connections, gathering, and attracting members to participate in Association activities; enhancing the general education program for 40-60 blind children who live, eat, and study at the Center; teaching Braille literacy and preventing relapse into illiteracy for 80 or more members each year; ensuring 100% of Association officials receive training in professional skills and association work; promoting production and business, striving for an annual increase in revenue and average employee wages of 10% or more, with total revenue reaching 160 billion VND or more, creating regular jobs for 400 or more members...

In his address at the congress, Comrade Pham Viet Thu, President of the Vietnam Association of the Blind, acknowledged, commended, and congratulated the Thanh Hoa Provincial Association of the Blind on the achievements made during the 2019-2024 term.

Regarding future tasks, Chairman of the Vietnam Association of the Blind Pham Viet Thu suggested that the Associations of the Blind at all levels in Thanh Hoa province should continue to unite, be dynamic and creative to improve the effectiveness of their activities, build increasingly developed Associations of the Blind, and strive to successfully achieve the targets and tasks set forth in the Resolution of the 8th Congress (2024-2029).

It is necessary to actively innovate the content and methods of operation, focusing on the grassroots level and on blind people, and to build a strong association; to do a good job of advising Party committees and authorities, coordinating with departments, agencies, and mass organizations to mobilize and encourage the community to join hands in helping blind people. Protect the legitimate rights and interests of members.

The Provincial Association of the Blind needs to continue paying attention to loan access and job creation for its members. Regularly assess the skills of trainees currently working at the association's service facilities to develop plans for further training and skill improvement.

Representatives of the Vietnam Association of the Blind presented a Certificate of Commendation from the Vietnam Association of the Blind to the staff and teachers of the Thanh Hoa Provincial Center for Education and Vocational Training for the Blind.

At the congress, the Vietnam Association of the Blind awarded the "For the Happiness of the Blind" commemorative medal to individuals who have shown concern and provided support to the Thanh Hoa Provincial Association of the Blind, enabling its effective operation over many years; awarded commemorative medals to three individuals who have achieved outstanding results in building the Association and contributing to the well-being of its members and the blind; and presented a Certificate of Merit to the collective of staff and teachers of the Thanh Hoa Provincial Center for Education and Vocational Training for the Blind.

The Congress elected the Executive Committee for the 8th term, 2024-2029, consisting of 26 members. Comrade Nguyen Xuan Trung was re-elected as Chairman of the Thanh Hoa Provincial Association of the Blind for the 8th term, 2024-2029.
