Along with promoting traditional forms in researching, studying, grasping, propagating and implementing the Party's directives and resolutions, the implementation of Project No. 04-DA/TU has many innovations and creativity in researching, studying, transmitting, disseminating and grasping the Party's directives and resolutions with many rich forms, suitable for each content and object. Strongly applying information technology and audio-visual means to support the communication of directives and resolutions.
One of the forms that has been effective and has a wide reach to many subjects is the online form. For the conference to implement directives and resolutions organized by the Central Government (before the merger), the province connects 4 levels (Central Government - Province - District - Commune). For the conference to implement directives and resolutions organized by the province, it connects 3 levels (Province - District - Commune) and encourages localities and units to open bridges to cultural houses of villages, hamlets, and residential groups (if possible). On average, each conference opens 135 bridges at the grassroots level.
For face-to-face conferences, to improve quality, the selection, training and development of quality reporters are emphasized. Reporters have political theory, professional expertise, prestige, capacity, experience and deep practical understanding to convey resolutions at the local level and unit. When implementing, combine listening to dissemination, dissemination with dialogue between students and reporters. Each study session is dedicated to discussion and answering questions from students. Promote the organization of large-scale conferences to study, disseminate and propagate directives and resolutions in conjunction with effective political thematic conferences.
Typically, the Public Security Party Committee, from 2023 to now, has coordinated with the Ha Quang District Party Committee and the Cao Bang City Party Committee (before the merger) to organize a thematic conference on Studying and following the ideology, morality and style of Ho Chi Minh associated with political and ideological activities on the content of some works of General Secretary Nguyen Phu Trong and General Secretary To Lam. Many cadres and party members were excited to hear directly from senior leaders, those who participated in the process of drafting the resolution, having the opportunity to understand more deeply the content of the resolution, creating attraction, appeal, trust in the Party's policies and decisions, actively contributing to the successful implementation of the resolution.
Head of the Party Building Committee, Quang Uyen Commune Party Committee Pham Van Tuan said: To improve the quality of studying, grasping and propagating the Party's directives and resolutions, the Commune Party Committee pays special attention to diversifying and innovating learning forms. Depending on the requirements of each directive and resolution, appropriate learning forms are applied in the locality and unit. Traditional learning forms are also innovated, no longer passively "reading and listening" as before, reporters analyze new points, core points of the resolution in connection with the actual situation in the locality and unit. In addition, the Commune Party Committee applies learning forms through press publications; oral propaganda through conferences, political theory training courses, professional expertise; online form with provincial and central bridge points... With diverse forms of implementation, dissemination and learning help cadres, party members and people save time and travel costs but create high spreading power.
Promote the role of the Propaganda and Mass Mobilization Committee, the Fatherland Front Committee, and socio-political organizations at all levels in propagating, disseminating, and thoroughly grasping the Party's directives and resolutions among union members, association members, and people. Implementing Project No. 04-DA/TU, up to now, 25,654 sessions have been propagating and disseminating to 1.3 million union members, association members, and people. At the same time, promote the propaganda of directives and resolutions through mass media agencies, increase the opening of special pages and columns on Cao Bang Newspaper, and propagate on the grassroots media system. Focus on setting examples of localities, units, and individuals with good and creative ways of doing things in the process of studying and organizing the implementation of Party directives and resolutions.
Mr. Hoang Van Ru, Group 8 Hop Giang, Thuc Phan Ward shared: Since the end of 2024, people who regularly walk along the Bang River like me have become accustomed to spending time stopping at the Cao Bang Newspaper Reading Point to read information on the Party and State's policies and guidelines on the Cao Bang Newspaper. Every week, the newspaper reading point always displays printed newspaper publications with new issues; there is a QR code to read the Cao Bang Newspaper online. In addition, there is also information, phone number, email to receive news, collaborative articles, and readers' feedback.
To help the grassroots in researching, learning, implementing and putting the Party's directives and resolutions into life, localities and units proactively and flexibly use propaganda forms, such as: assigning Party committee reporters to directly participate in implementation at the grassroots; organizing classes to disseminate directives and resolutions in clusters, integrated with summer political training classes for teachers and students at the beginning of the new school year; propagating and integrating into Party cell activities, group and hamlet meetings, cultural and sports exchanges of organizations and unions... Some localities and units also launch online competitions to learn about the Party's directives and resolutions. Proactively grasp the ideology and social opinion situation, resolutely fight against erroneous, hostile and distorted views. Strengthen inspection, supervision and urging the research, dissemination and implementation of directives and resolutions; Focus on inspecting and supervising cadres and party members in studying and learning the Party's directives and resolutions. Party committees evaluate the quality of studying, learning and implementing the Party's directives and resolutions after each study session, promptly overcoming any limitations in implementation.
After 4 years of implementing Project No. 04-DA/TU, the work of implementing research, studying, and thoroughly grasping directives and resolutions has been gradually innovated. The rate of cadres and party members participating in studying has increased and stabilized, reaching over 95%. Directives and resolutions are understood correctly, accurately, and put into practice, taking deep root and being promoted in practice. This increases high unity within the entire Party, consensus in society, and improves the quality of Party work and political and ideological work in the current situation.
