At the seminar, Sebastian Buckup, a member of the WEF Executive Committee and Director of Networks and Partnerships at the WEF, stated that after nearly 40 years of reform, Vietnam's economy has made remarkable progress. One of the driving forces behind Vietnam's strong development in recent years has been innovation. The seminar aimed to share Vietnam's successes and propose ideas and aspirations to work together with Vietnam to promote innovation.

The Prime Minister attended a roundtable discussion with the startup and innovation business community of the WEF on the afternoon of June 25th.

A proper understanding of innovation and entrepreneurship.

Sharing Vietnam's measures and priorities in developing technology, resources, and innovation, with the perspective that "resources originate from thinking, motivation from innovation, and strength from the people and businesses," Prime Minister Pham Minh Chinh stated that throughout its development, Vietnam has always had a correct understanding of innovation and entrepreneurship.

Over the years, Vietnam has taken many practical and effective actions to promote innovation, such as: building preferential policies and mechanisms to promote innovation and entrepreneurship; developing strategies and programs focusing on the digital economy, green economy, circular economy, sharing economy, and knowledge economy, especially high value-added sectors such as big data, cloud computing, artificial intelligence, semiconductors, and hydrogen…

Alongside this, Vietnam focuses on developing infrastructure, including digital infrastructure, electricity, water, transportation, and social infrastructure such as education and healthcare; developing human resources, especially high-quality human resources; mobilizing resources, including internal resources which are fundamental, strategic, long-term, and decisive, encompassing people, nature, and cultural and historical traditions, and external resources which are important and breakthrough, including finance, technology, management, and human resource training… Vietnam uses public investment to lead private investment and activates and mobilizes all social resources to promote innovation and entrepreneurship.

In the spirit of listening and understanding together, sharing vision and action; working together, sharing benefits, winning together, and developing together, and on the principle of harmonious benefits and shared risks, the Prime Minister stated that many leading global technology corporations such as Google, Apple, Intel, Synopsys, Meta, Nvidia… are exploring and investing in Vietnam.

Many questions for the Prime Minister

Also at the Roundtable, WEF innovation businesses asked Prime Minister Pham Minh Chinh many questions on issues of common interest. Discussing initiatives to support startups and innovation activities in Vietnam, the Prime Minister stated that Vietnam is implementing five groups of solutions simultaneously: improving institutions and policies to support and promote innovation and entrepreneurship; implementing national-level programs and projects to support the innovation and startup ecosystem, supporting student entrepreneurship, supporting digital transformation for businesses, and the Vietnam Innovation Challenge program...

In addition, Vietnam continues to improve its synchronized infrastructure and technology to support innovation; train and develop innovative human resources, including building and implementing the Human Resource Development Plan for the semiconductor industry until 2030…; and mobilize international resources to support innovation.

Sharing the secret to Vietnam's education system, with its high-achieving general education system surpassing other countries in the region, the Prime Minister stated that Vietnam places education and training as a top national priority and allocates adequate resources to this field; Vietnamese people possess inherent intelligence and a thirst for learning; and, importantly, each citizen, from a young age, is nurtured to develop their personality and intellect in accordance with their inherent qualities, abilities, and desires, adapting to the requirements and conditions of the country in each period.

Responding to a question about the role of foreign startups in Vietnam's innovation-driven growth and its transition to a knowledge-based economy, the Prime Minister stated that Vietnam is building an independent and self-reliant economy, actively and proactively integrating deeply, substantively, and effectively into the international community, relying on both internal and external resources. Foreign startups are a driving force supporting the development of innovation, demonstrating three main roles: transferring technology and knowledge; creating competition and promoting innovation; and fostering international cooperation and accelerating the transition to a knowledge-based economy. Therefore, Vietnam always welcomes, encourages, and facilitates foreign businesses to invest in all sectors of agriculture, industry, and services in a green, clean, and sustainable manner.

Regarding concerns about data security and usage, the Prime Minister stated that, along with the benefits, technological development also carries risks and downsides; this is a global issue affecting the entire population. Vietnam has enacted regulations on information protection, security, and data usage; and has implemented solutions and investments to ensure cybersecurity. Specifically, there are policies and laws to protect human rights and consumers related to the digital economy, digital society, and digital citizenship; to protect the legitimate rights and interests of relevant entities; and to always listen to and protect citizens and businesses during the development process.

The Prime Minister also discussed many issues related to development plans and opportunities for Vietnamese youth in emerging industries such as artificial intelligence, semiconductors, and big data; the state of global decline and other global issues. Considering these to be global issues affecting all people, the Prime Minister proposed a global, people-to-people approach, emphasizing multilateralism and strengthening international solidarity; expressing confidence that the world will overcome all difficulties and move towards shared prosperity.
