In the 80s of the 20th century, the world witnessed many great changes due to the influence of the arms race at the end of the Cold War period between great powers and serious crises in the system of socialist countries. means. The consequences of the prolonged war have caused many production activities in Vietnam to stall, budget deficits, high inflation, etc.

Along with that, complicated developments from the international situation have spilled over into the country, having a significant impact on Vietnam's socio-political and foreign activities. This practice poses requirements for a change in the Party's leadership thinking in the new situation, including foreign affairs.

At the 1986th Congress (XNUMX), in the face of complicated developments in the world and in the region, our Party determined: "In our entire revolutionary career, we must attach special importance to the combination of factors. national and international factors, traditional and modern factors, make good use of all possibilities of expanding trade relations, economic and scientific and technical cooperation with the outside to serve the cause of national construction. social responsibility, and always fulfill its international obligations towards brother and friend countries”.

The Congress affirmed: "Our Party and State persistently implement the foreign policy of peace and friendship", "advocate and support the policy of peaceful coexistence among countries with different political and social regimes". different". Two years later, on May 20, 5, the Politburo issued Resolution No. 1988/NQ-TW "on the tasks and foreign policy in the new situation", which defined strategic goals and interests. Vietnam's highest priority is to maintain peace and develop the economy. The resolution specifies that in international relations, it is necessary to "add friends and reduce enemies"; resolutely and proactively shift the struggle from confrontation to peaceful coexistence and cooperation; resolutely, expand relations and diversify international cooperation relations.

By including the phrase "diversification of relations" on the basis of "adding friends and reducing enemies" in the Resolution, our Party has clearly defined its foreign policy thinking in the direction of multilateralism. It can be said that this is a strong shift in Vietnam's thinking and foreign policy goals in response to the requirements of the new situation.

And in June 6, the 1992rd Plenum of the 3th Central Committee issued a thematic resolution on foreign affairs, defining the tasks of foreign affairs; proposed the policy of expanding, multilateralizing and diversifying Vietnam's external relations, both politically, economically, culturally..., on the basis of maintaining independence and self-reliance and the principles of respect respect each other's independence, sovereignty and territorial integrity, non-interference in each other's internal affairs, equal and mutually beneficial cooperation, economic protection and development, preservation and promotion of good traditions and national cultural identity…

The above-mentioned paved directions and directions carry a very important meaning, helping to establish a multilateral foreign policy, creating a premise for Vietnam's future foreign affairs implementation. Right from the 80s and 90s of the 20th century, Vietnam has actively implemented multilateral diplomatic activities, actively participated in international forums and movements, especially participating more and more deeply in international relations. activities of the United Nations.

Practice shows that, in the more than 35 years since the implementation of the country's renovation, a wise and correct strategy in foreign affairs has made an important contribution to maintaining a peaceful, stable and favorable environment. For the renovation work, firmly protecting independence, sovereignty, unity and territorial integrity, Vietnam's position and prestige in the international arena has been increasingly consolidated.

Noting the results achieved in foreign relations and international cooperation, the Document of the XNUMXth Party Congress affirmed: The Party's external activities, state diplomacy and people's diplomacy have been achieved. many important results. International integration and economic diplomacy for development have made important strides in undertakings, policies as well as practical implementation, together with defense and security have consolidated a peaceful and stable environment. , making an important contribution to the country's socio-economic development, enhancing Vietnam's position in the international arena.

The network of strategic partnerships and comprehensive partnerships continues to be consolidated and expanded; relations with other countries have gradually deepened, interwoven interests have been strengthened; promoting the signing and implementation of many new-generation free trade agreements, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the EU-Vietnam Free Trade Agreement (EVFTA), and the EU-Vietnam Free Trade Agreement (EVFTA). ), the Regional Comprehensive Economic Partnership (RCEP). In the current period, although it has been and continues to face many difficulties and challenges, especially in the context that the region and the world still have many complicated and unpredictable changes, our Party has remained steadfast in its path. foreign policy of independence, self-reliance, multilateralization and diversification. Practice has proven that this is a wise choice of our Party, in line with the current trend of peace, independence, development and international integration.

It should also be emphasized that the effectiveness and success that we have achieved is due to the policy that our Party and State persistently implements, which comes from the national and national interests, which should create support and consensus. and mobilize the participation and contribution of all classes of people at home and abroad.

Persevering in the implementation of the foreign policy of "choosing justice, not choosing sides", putting national and national interests first is an important basis for Vietnam to develop multilateral foreign relations, establish strengthening relations with all countries, especially strategic partners; increasing the interweaving of common interests with many countries, not being dependent on any country or partner or market, making the most of and creating support and assistance from the international community for the construction of and protect the Fatherland, contributing to the protection of security and political interests and socio-economic development.

As of February 2, Vietnam had official diplomatic relations with 2023 countries (including 192/190 UN member states). The Communist Party of Vietnam has established relations with 193 political parties in 247 countries. The National Assembly of Vietnam has relations with parliaments and parliaments of more than 111 countries. People's friendship organizations have relations with 140 foreign people's organizations and non-governmental organizations. Vietnam is also an active and responsible member of more than 1.200 important international organizations and forums.

We are trusted and nominated by international friends to host, organize many major international conferences and undertake many important international responsibilities.
