Prioritize resources for the versions
Moc Chau shares a border with Sop Bau district, Hua Phan province, Lao People's Democratic Republic; it has three border communes: Chieng Son, Long Sap, and Chieng Khua, with 10 border villages. In previous years, the socio -economic conditions in these border villages were very difficult, with inadequate transportation systems and technical infrastructure; the percentage of poor and near-poor households was high. Most importantly, the security situation, especially crime and drug-related problems, was complex.
In response to this situation, on November 11, 2021, the Standing Committee of the Moc Chau District Party Committee (now Moc Chau Town) issued Resolution No. 09/NQ-HU on supporting and assisting 10 border villages in socio-economic development, ensuring national security and defense, and strengthening the political system. The goal is to strive to build 10 effective economic development models in 10 villages by 2025; have 2 villages meet the standards of new rural areas; have paved roads leading to the village centers; eliminate 100% of temporary and dilapidated houses; achieve an average income of 18-22 million VND/person/year; and reduce the poverty rate to 10.8%.
Comrade Tran Dan Khoi, Secretary of the Moc Chau Town Party Committee, stated: To concretize the set goals, Moc Chau town has proposed specific and appropriate solutions, taking socio-economic development as the basis, foundation, and driving force; consolidating the grassroots political system as the key, linked with the task of ensuring border security, social order and safety, and addressing key areas of crime and social evils in the 10 border villages. Focus on implementing production models suitable to the characteristics and conditions of each village; especially prioritizing resources to invest in the construction of socio-economic infrastructure.
Moc Chau town has focused on constructing essential infrastructure projects such as roads, water supply, and irrigation. To date, 14 projects have been approved for investment, with a total capital of nearly 35 billion VND; 12 projects have been completed and handed over for use; and construction is continuing on two projects: the second phase of the Suoi Thin village road in Chieng Son commune and the Buoc Pat - Phieng Cai inter-village road in Long Sap commune. Simultaneously, social resources from businesses, organizations, and the people have been mobilized to complete 12.9 km of rural roads, build 6.82 km of street lighting, and eliminate 23 temporary or dilapidated houses in 10 border villages with a total cost of 720 million VND.
To support the people in developing the economy and eradicating poverty, working groups and specialized agencies of the town have assigned officials to closely monitor the area, coordinating with communes to guide people on how to plant, care for, and improve neglected gardens and apply science and technology to production. From 2021 to the present, 41 training courses have been organized for 736 participants in a field-based, hands-on manner, guiding the development of agricultural production for households in border villages. Support has been provided to build 10 economic development models in 10 villages for 365 households. To date, support has been provided for 11,498 passion fruit trees, 21,500 tea plants, 2,040 longan trees, 3,170 pear trees, 419 kg of rice seeds, 548 kg of corn seeds, 24,270 kg of NPK fertilizer, 2,240 kg of nitrogen fertilizer, 142 cows, and 112 pigs, with a total support budget of over 2.3 billion VND.
Vitality in the border region
Returning to Phiêng Cài border village in Lóng Sập commune, what was once a poor village has now transformed. The village's internal roads are paved with clean concrete, and the hillsides are covered in the green of fruit orchards and tea plantations, interspersed with the peaceful houses of the Mong ethnic minority. In 2024, Phiêng Cài became the first border village in Mộc Châu to be recognized as achieving the new rural standard.
Mr. Trang A Tua, Head of Phieng Cai village, happily said: "With the support of the State and the contributions of the people, 100% of the village's internal roads have been concreted; 1.8 km of roads have been equipped with streetlights. The villagers are actively cultivating over 100 hectares of corn and cassava; 33 hectares of rice; 32 hectares of tea; and over 100 hectares of fruit trees... with an average income of 40 million VND per person per year. Most happily, there are no longer any poor households in the village."
It can be seen that, after more than 3 years of implementing Resolution No. 09-NQ/HU of the Moc Chau Town Party Committee, the models have proven effective, creating a ripple effect, inspiring the people to compete in production, eradicate poverty, and join forces with functional forces to firmly protect the sovereignty of the Fatherland's border.
Electric lights illuminate the concrete road in Pha Luong village, Chieng Son commune, facilitating travel for the local people. Mr. Giang A Soi, Party Secretary and Head of Pha Luong village, stated: "With the contributions of various units and the people, 3.2 km of rural roads and 1.2 km of street lighting have been installed in the village. Now, people can travel more conveniently at night, contributing to maintaining security and order in the border area."
To date, the area of various crops in the 10 border villages has reached over 670 hectares, including 188 hectares of fruit trees; the total livestock and poultry population has reached nearly 23,000, an increase of 9,783 animals compared to 2021. Livestock farming models combined with grass cultivation and barn construction have been widely replicated. Material and spiritual living standards have improved significantly; there are no longer any temporary or dilapidated houses in the villages; the percentage of culturally exemplary families has reached 83.1%, an increase of 51% compared to before the resolution was implemented; the poverty rate in the 10 border villages has decreased to 20%. The grassroots political system has been strengthened, linked to the task of ensuring border security, social order and safety, and addressing key areas of crime and social vices.
Building on the achievements, Moc Chau continues to mobilize resources to fulfill the objectives set forth in the resolution, contributing to promoting socio-economic development, strengthening national defense and security in border villages, and making the lives of people in this border region of the Fatherland peaceful and prosperous.
