In 2023, Xuan Tho commune was selected by the Steering Committee for New Rural Development in Trieu Son district to implement the construction of an advanced new rural commune. Realizing that the local advanced new rural construction is meaningful as a "wind" to promote the movement of advanced new rural construction in the district, the Party Committee of the commune quickly issued a specialized resolution on new rural construction to serve as a "compass" for leadership and direction. At the same time, the People's Committee of the commune was assigned to proactively develop a specific implementation plan and roadmap for each stage. The implementation steps need to be calculated scientifically , on the basis of suitability with the actual conditions of the locality. In particular, identifying priority tasks as breakthroughs to focus on leadership, direction and implementation, associated with promoting the grassroots democracy regulations according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

Imbued with the teachings of President Ho Chi Minh: "A hundred times easier without the people, it is possible to endure, a thousand times harder with the people's help", the Party Committee, the Government, the Fatherland Front, and political organizations from the commune to the village have joined together to promote propaganda so that the people clearly understand the meaning and goals of the Advanced New Rural Construction for the construction and development process of Xuan Tho homeland. That is sustainable socio-economic development, associated with improving people's lives and building a synchronous, gradually modern, and unique rural infrastructure. From there, each person is aware of their responsibility and role as the subject in the Advanced New Rural Construction and believes in the leadership of the Party Committee and local government, actively contributing their efforts and money to build a renewed homeland.

Along with propaganda and mobilization of the entire political system to join hands in building advanced new rural areas, Xuan Tho commune has issued a number of support policies to stimulate demand in villages and mobilize people's strength. Specifically, the People's Council of the commune has issued a resolution on supporting investment in building drainage ditches and cover systems when people donate land to expand commune roads. As for village roads, when upgrading and expanding roads from 6.5m or more, the commune supports 100 tons of cement/km to build drainage ditch systems and 50 tons of cement/km to pour the road surface. Or for alley roads, people donate land to rebuild fences, villages invest in building drainage ditches, the commune supports 20 tons of cement/km...

Along with that, the commune also promotes the role of the Vietnam Fatherland Front and political organizations in organizing emulation movements, many specific and practical activities and tasks to create a ripple effect to union members, association members and the masses, in order to urge each person and each household to join hands in building advanced new rural areas. Notably, the commune's Vietnam Fatherland Front has focused on implementing Resolution No. 12-NQ/HU dated July 22, 2022 of the District Party Executive Committee on "strengthening the leadership of the Party Committee in mobilizing people to donate land to expand rural roads in Trieu Son district". In 2024, the commune mobilized people to donate land to expand 8.7km of rural roads. In addition, the Commune Women's Union launched a campaign "Building a family of 5 no's and 3 clean's". The commune's Youth Union with the movement "Youth is proactive, creative in building and defending the Fatherland". The Commune Veterans Association effectively implemented the movement “Electrifying village roads, bright and green fences”. The Commune Farmers Association took the lead in mobilizing people to actively participate in environmental sanitation movements, collecting waste in the fields, planting and caring for flower roads, and building a green - clean - beautiful rural landscape.

Thanks to creative methods, Xuan Tho commune has aroused the people's hearts and strength in the work of building and developing the homeland. From 2018 to 2024, the commune has mobilized 415,983 billion VND for the construction of advanced new rural areas. Of which, the central, provincial and district budgets supported 13,668 billion VND; the local budget 14,165 billion VND; investment capital from enterprises and cooperatives was more than 62,500 billion VND; People voluntarily contributed 1,950 billion VND and donated hundreds of square meters of land, thousands of working days, equivalent to about 29,700 billion VND to build infrastructure, rural welfare works... In addition, the Party Committee and the commune government also actively mobilized resources from children far from home to join hands in the construction of advanced new rural areas. A typical example is the family of Mr. Nguyen Huu Xuan - a native son living in Bien Hoa City ( Dong Nai ), who has supported more than 50 billion VND to invest in building roads, welcome gates, primary schools, model fences on some roads and repairing Tam Mai communal house.

From the mobilized capital sources, Xuan Tho commune has focused on investing in the construction of rural infrastructure works in a synchronous and modern direction. Currently, the road from Xuan Tho commune to the district center and more than 22.5 km of communal, village, inter-village and alley roads in the area have been asphalted and concreted, ensuring light - green - clean - beautiful. Along with that, the local school system at all levels meets the standards of level 1 and level 2 facilities according to regulations. Specifically, in 2022, Xuan Tho Kindergarten was recognized as meeting national standards level 1. In 2024, Xuan Tho Primary School was recognized as meeting national standards level 2; Xuan Tho Secondary School was recognized as meeting national standards level 1. The new rural appearance in Xuan Tho is also embellished by the spacious communal cultural center, next to a stadium with an area of ​​over 14,000m2 and a sports area with full gym and sports equipment to meet the training needs of the people. More notably, in 2 years (2023 and 2024), the commune has invested in building 5/5 new village cultural houses, with a total cost of nearly 4 billion VND. Cultural houses and village sports areas have a planned area of ​​800m2 to 1,231m2, construction scale from 150 to 200 seats, fully equipped with equipment and facilities to ensure good service for community activities... On the other hand, the commune actively coordinates with Trieu Son Electricity and Thanh Hoa Electricity Construction Joint Stock Company to replace, repair, and maintain to provide stable electricity for 1,027 households with enough electricity for daily life, production, and business.

With high determination and great efforts of the Party Committee, the government, the Vietnam Fatherland Front, political organizations and the consensus of the people, Xuan Tho commune has "reached the finish line" of the new rural area in October 2024. And the resources from the people are the decisive factor for the journey to achieve the standards of an advanced new rural commune. Not only wearing a "new coat" with synchronous and spacious infrastructure investment, but the material and spiritual life of the people of Xuan Tho commune is also increasingly improved. If in 2020, the average income per capita of the commune reached 48.83 million VND, by 2024 it had increased to 68.62 million VND; the poverty rate decreased to 1.16%.
