Since joining the Party in 2024, Mr. Danh Cal, a member of the Security and Order Team in Hoa Tao hamlet, Dinh Hoa commune, has clearly demonstrated the pivotal role of a Party member in the locality. Upholding the spirit of "Party members lead the way, the people follow," he has always been at the forefront of local movements, actively mobilizing the people to work together to build a new rural area and maintain peace in the village. Furthermore, he has guided and inspired the people to boldly transform the structure of crops and livestock, promote the application of scientific and technological advancements in production, and aim for sustainable poverty reduction. His actions have contributed to changing the face of the rural area and fostering the people's trust in the Party's leadership. Danh Cal shared: “When I joined the Party, I had to be exemplary and take the lead. First and foremost, I had to develop my family's economy , and only then would I be able to persuade and mobilize people to change their production mindset, increase their income, and together build a more prosperous homeland.”
Over the years, the Hoa Tao hamlet Party branch has consistently focused on training and recruiting new Party members. Currently, the branch has 18 members, including 8 Khmer ethnic minority members. According to Ms. Thi Hoa, Secretary of the Party branch and Head of Hoa Tao hamlet, the ethnic minority Party members are a core force in disseminating information and mobilizing the people to effectively implement the Party's guidelines and the State's policies and laws. After being admitted, Party members are assigned specific tasks and actively participate in supporting the people's economic development, contributing to the socio-economic development goals of the locality, while also enhancing the leadership capacity and fighting strength of the Party organization.
The entire Party Committee of Dinh Hoa commune currently has 50 subordinate Party branches and committees, with over 940 Party members. During the 2020-2025 term, the commune's Party Committee admitted 128 new Party members, exceeding the resolution's target by 6.7%. These new members all possess firm political stances and ideologies, good moral character, and actively strive to fulfill their assigned tasks. Notably, the majority of cadres, civil servants, and public employees from ethnic minority groups hold university degrees or higher, effectively meeting the demands of the new situation and gradually affirming their role in the grassroots political system.
According to Nguyen Van Dat, Deputy Secretary of the Party Committee and Chairman of the People's Council of Dinh Hoa commune, over 51% of households in Dinh Hoa are ethnic minorities. The commune's Party Committee has identified the development of ethnic minority Party members as a key task in Party building. Every year, the Standing Committee of the commune's Party Committee develops and issues a plan for admitting new Party members, assigning specific targets to each Party branch and subordinate Party committee. At the same time, it requires Party committees to develop detailed plans and assign Party members to monitor and assist outstanding individuals striving to join the Party, especially those from ethnic minorities who meet the criteria.
Party branches focus on identifying and nurturing outstanding individuals among youth union members, core association members, militia forces, and influential community members; at the same time, they assign specific tasks to train and strive for Party membership, ensuring quality rather than quantity. In addition, the Standing Committee of the Commune Party Committee strengthens the assignment of Party committee members to oversee specific areas, regularly working with Party branches in areas with large ethnic minority populations, promptly addressing difficulties and correcting shortcomings in Party member development.
The planning, training, development, placement, and utilization of Party members from ethnic minority groups have also received attention from Party committees at all levels. Many Party members from ethnic minority groups have participated in Party committees and held leadership and management positions within the political system, contributing to the creation of a pool of successor cadres, ensuring continuity and sustainable development. The results achieved show that the work of developing Party members from ethnic minority groups in Dinh Hoa is increasingly becoming more in-depth and substantive, contributing to improving the quality of Party members at the grassroots level. This is an important solution to promote the leadership role of Party organizations, build a local cadre pool, and strengthen the trust of ethnic minorities in the Party and the State.
When Party members, like Danh Cal, are both the political core and close to the people, the people's trust in the Party is further strengthened.
