In the context of the country entering an era of advancement through knowledge and digital technology , Dak Lak province also affirms its strong political determination by making science and technology, innovation, and digital transformation the core of its new growth model. The Resolution of the First Congress of the Dak Lak Provincial Party Committee, term 2025-2030, identified promoting the development of science and technology, innovation, and digital transformation as one of the three strategic breakthroughs and the main driving force for the province's development.

To realize its breakthrough goals, the province has identified three main pillars to focus on: Digital Government - innovating governance methods, placing citizens and businesses at the center of service; Digital Economy - promoting the application of technology in the province's strengths such as high-quality agriculture, tourism, and processing industries; and Digital Society - narrowing the digital divide, helping people in remote areas have equitable access to public services and human knowledge.

Simultaneously, the province is also focusing on promoting administrative reform, with a focus on improving the investment and business environment. Reducing procedural barriers through digital platforms not only helps save costs but also creates momentum for innovative startups to thrive.

With a strategic vision, strong political determination, and decisive actions from the provincial government in implementing science and technology, innovation, and digital transformation effectively and widely throughout the political system and social life, on October 21, 2025, the Provincial People's Committee issued Plan No. 092/KH-UBND on the development of science and technology and innovation in Dak Lak province for the period 2026-2030. This plan identifies the goal of developing science and technology and innovation in Dak Lak province as a driving force for sustainable socio-economic growth, enhancing competitiveness and adaptability to the Fourth Industrial Revolution, and promoting deep integration into the region during the period 2026-2030. The aim is to build a synchronized innovation ecosystem, strengthen the application of modern technology in production, business, and daily life, create breakthroughs in digital transformation, and improve the effectiveness of state management of science and technology in the province. provincial table.

Realization

2025 is identified as a particularly crucial year in the implementation of breakthrough initiatives in science and technology, innovation, and digital transformation. Following the central government's directives, Dak Lak province has focused on reviewing, reorganizing, standardizing, and integrating shared information systems; connecting and linking data between different levels and sectors; and shifting strongly from traditional management methods to data-driven, digital platform-based operations. Systems serving leadership, management, administrative procedures, and online public services continue to be strengthened and upgraded, ensuring continuous, synchronized, and uninterrupted operation.

Notably, Dak Lak is one of the first localities in the country to achieve "GREEN" status in 102 communes and wards according to Plan 02-KH/BCĐTW. The "Digital Literacy Movement" has been widely implemented, creating a positive ripple effect. Currently, 100% of documents from Party and State agencies from the provincial level to the 102 communes and wards are processed entirely electronically; most administrative procedures are handled across administrative boundaries. The province has publicly posted 2,191 administrative procedures on the National Public Service Portal. Dak Lak has also signed many important memoranda of understanding to strengthen cooperation, technology transfer and application, and support for innovation businesses...

Furthermore, leveraging its advantage as the coffee capital, Dak Lak has recently focused on integrating science and technology into the agricultural value chain. This includes businesses using Blockchain technology to transparentize production processes, helping Dak Lak's agricultural products reach the global market and conquer demanding markets such as the EU, the US, and Japan; and using sensor systems to monitor soil moisture and nutrients, helping to save water and fertilizer.

The province's innovation and startup ecosystem is also gradually taking shape, with close connections between the government, scientists, businesses, and farmers to apply new technologies to enhance the value of key products such as coffee, durian, and pepper. Startup competitions and business incubators are regularly organized. This has led to the emergence of many business models based on digital technology, ranging from smart community tourism to agricultural logistics applications.

With the determination and efforts of the entire political system, science and technology, innovation, and digital transformation will no longer be distant concepts, but will be present in every public service, every agricultural product, and in the lives of the people. The vigorous digital transformation across all sectors is a commitment to comprehensive change.

The road ahead remains challenging, but with the unity of will from the Party's Resolution to the practical actions of the government; especially with the clear roadmap from the Provincial Party Committee's Resolution for the 2025-2030 term, Dak Lak is rising, ready to become an important growth pole, contributing to the prosperity of the country in the digital age.
