'Leverage' helps poor households rise out of poverty.

Social policy credit is considered a "lever" to help poor households and other policy beneficiaries invest in developing production and business models, increasing income, and moving towards sustainable poverty reduction. In recent times, the Can Giuoc District Branch of the Social Policy Bank has focused on effectively implementing social policy credit programs, ensuring 100% of the capital reaches the intended beneficiaries. This has contributed to job creation, poverty reduction, and the promotion of socio-economic development in the locality.

Despite her physical disabilities, Ms. To Thi Huong (Phuoc Ke hamlet, Phuoc Lam commune, Can Giuoc district, Long An province) has overcome her circumstances to focus on developing her family's economy .

According to Ms. Huong, her family used to be classified as a poor household, and she has a congenital disability in her legs, making it difficult for her to walk. Despite this, she didn't feel inferior or self-conscious. With encouragement from her family, she learned sewing and started making clothes for customers. Thanks to her perseverance and skill, her sewing shop became well-known in the local area.

Ms. Huong shared: “Although I have a disability in one leg, I believe that as long as I have healthy hands, I still have the ability to work. I got married, but unfortunately, my husband passed away, leaving behind a son. Life was extremely difficult at that time. Thanks to the local authorities and the Women's Union of the commune, who helped me get a loan from the Social Policy Bank, I opened a grocery store and bought fabric to sell. My family's life is better now.” With her efforts to overcome poverty, she has escaped poverty, and her son has graduated from college and has a stable job.

The family of Ms. Tran Thi Ngoc Mai (Loc Hau hamlet, My Loc commune, Can Giuoc district) was once a poor household. Their already difficult life became even harder when their two eldest children were born with disabilities and were bedridden. Thanks to local assistance and a preferential loan of 50 million VND from the Can Giuoc District Branch of the Vietnam Bank for Social Policies, her husband opened a motorbike repair shop. By using the capital wisely, the family has escaped poverty.

Between 2024 and April 30, 2025, the District Branch of the Vietnam Bank for Social Policies (VBSP) assisted over 5,100 customers in obtaining loans totaling nearly 270.4 billion VND. This included loans for 941 poor, near-poor, and newly-escaped-poverty households to maintain and develop production and business; providing stable employment for 1,338 workers; supporting 449 families of students to attend school; and assisting nearly 2,000 households in building, renovating, or repairing clean water and sanitation facilities, contributing to the construction of new rural areas and civilized urban areas, and reducing the district's poverty rate to 0.6% by the end of 2024.

In addition, the District Branch of the Vietnam Bank for Social Policies (VBSP) has also successfully implemented entrusted policy credit programs through socio- political organizations with a total outstanding loan balance of over 506.5 billion VND, accounting for 99.72% of the total outstanding loan balance. There are currently 213 savings and loan groups in the district.

To ensure that capital continues to reach poor households and other policy beneficiaries, in the coming period, the District Branch of the Vietnam Bank for Social Policies will coordinate with the People's Committees of communes and political and social organizations to disseminate and implement new policies and guidelines of the Government , the province, and the locality.

Simultaneously, all preferential credit policies for lending to poor and near-poor households and other policy beneficiaries should be publicly listed at the commune People's Committee, creating conditions for households to access capital as soon as possible.

In addition, regularly review the operational quality of savings and loan groups; inspect the loan approval process to ensure it is open, democratic, and transparent; monitor the use of loan capital for its intended purpose, and urge borrowers to repay principal and interest in full and on time.
