Based on the directives of the provincial tax authority, specialized departments and subordinate tax offices have promptly implemented many specific solutions. Mr. Pham Tuan Hung, Deputy Head of the Operations - Budget - Legal Affairs Department (Provincial Tax Authority), said: To effectively manage tax debt, from the beginning of 2026 to the present, the specialized department and subordinate tax offices have focused on reviewing and comparing tax debt data on tax management applications; classifying debts into groups; strengthening efforts to urge taxpayers to fulfill their budget payment obligations through various means; and enforcing tax debt collection against delinquent and overdue cases in accordance with the law. Through comprehensive and decisive measures, tax debt collection in the province has achieved positive results. Specifically, from the beginning of 2026 to the present, the tax sector has collected over 1,600 billion VND in outstanding tax debts, including over 375 billion VND in tax debts carried over from the previous year, with the remainder being newly incurred tax debts in 2026. Despite the achievements, the recovery of domestic tax debts still faces some difficulties and obstacles. As of the end of May 2026, the total amount of tax debt in the province was 632 billion VND. Of this, 584.5 billion VND was considered collectible; 42.2 billion VND was considered uncollectible; and 5.4 billion VND was currently under processing.
Given the continued high level of outstanding tax debt, not to mention potential future tax arrears, relevant authorities and agencies are continuing to implement solutions to further improve the efficiency of tax debt management and recovery. Specifically, at the beginning of June 2026, the Provincial Steering Committee for State Budget Revenue Collection held a meeting to evaluate budget revenue collection, including a detailed analysis and assessment of tax debt management and recovery during the first five months of the year. Simultaneously, measures for future tax debt management were implemented. The Steering Committee assigned the Provincial Tax Department to aggressively implement tax debt recovery measures; research and develop a debt handling plan for each group of taxpayers; fully apply all prescribed enforcement and collection measures; and review and compile a list of organizations and individuals with large outstanding tax debts to report to the Provincial People's Committee in June 2026.
Following directives from higher authorities, the tax sector is currently strengthening the review and classification of tax debts; regularly comparing and standardizing data to ensure that debt figures accurately reflect the actual situation and effectively serve management and operational tasks; promoting debt collection measures from the moment they arise, such as sending debt notices and late payment penalties, working directly with businesses with large and long-standing debts, requiring them to develop specific debt repayment plans, and minimizing the occurrence of new debts; implementing coercive measures such as deducting money from accounts, freezing accounts, suspending the use of electronic invoices, enforcing collection through asset seizure, or requesting the revocation of business registration certificates as prescribed; and publicly disclosing information on tax debt cases…
With the results achieved in the first five months of 2026 and the solutions that have been and are being implemented, it is believed that the management and recovery of tax debts in the province will continue to show even more significant improvements in the coming period.
