Attending and directing the Congress were Comrade Vo Thanh Binh, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Le Thi Bich Lien, Provincial Party Committee Member, Director of the Department of Education and Training, along with other comrades in the Provincial Party Committee's working group directing the Congress; former leaders of the commune from various periods, and 79 official delegates, representing more than 300 Party members throughout the Party Committee.
In his opening remarks at the Congress, Comrade Pham Duy Hien, Secretary of the Dong Giang Commune Party Committee, emphasized: During the past term, despite facing many difficulties, the Party Committee and people of Dong Giang commune have demonstrated a spirit of unity, strived to overcome challenges, and implemented the Resolution for the 2020-2025 term, achieving many important results. Notably, the new rural development program has met an additional 5 criteria, agricultural production has improved significantly, people's lives have been increasingly enhanced, national defense and security have been maintained, and the political system has been strengthened.
This congress is tasked with evaluating the results of implementing the Resolution of the previous term, drawing lessons learned; and at the same time, determining the direction, objectives, tasks and key solutions for the 2025-2030 term, emphasizing breakthrough contents to build Dong Giang into an advanced new rural commune, developing comprehensively and sustainably.
Delivering a guiding speech at the Congress, Comrade Vo Thanh Binh, Member of the Standing Committee and Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee, acknowledged and highly appreciated the spirit of unity and the efforts to overcome difficulties of the Party Committee and people of Dong Giang commune - a newly formed unit based on the merger of Dong Giang and Dong Tien communes. During the past term, despite a low starting point and many socio-economic difficulties, the commune's Party Committee has led the completion of the targets set forth in the Resolution.
Notably, total food production exceeded the target by 13.8%; the new rural development program achieved many positive results; effective production models were gradually replicated; social welfare was given attention; and national defense and security were maintained. In particular, land management was carried out rigorously, especially the protection of agricultural land for ethnic minorities, preventing illegal buying, selling, and transferring – a remarkable achievement demonstrating deep concern for the people's well-being.
Emphasizing the unique characteristics of Dong Giang commune – a land rich in revolutionary traditions, home to the Provincial Party Committee's historical base in Salon; Standing Committee member and Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Vo Thanh Binh, affirmed that this is a great advantage for the locality to develop its economy in conjunction with historical tourism and traditional education. In addition, suitable land and climate conditions for developing commercial agriculture, along with the expanded space after the merger, are favorable foundations for Dong Giang to make breakthroughs in the coming term.

In that spirit, the comrade suggested that the Party Committee of the commune focus on leading the implementation of five key tasks. First, building a truly clean, strong, and comprehensive Party Committee and political system; fostering unity and cohesion within the Party and among the people after the merger; improving the quality of Party branch activities and innovating mass mobilization work, strongly oriented towards the grassroots. Simultaneously, developing the agricultural economy towards sustainable commodity production, planning concentrated production areas, promoting the application of science and technology, developing branded OCOP products, and simultaneously promoting the potential of eco-tourism and community-based tourism associated with the Salon historical site.
Furthermore, identifying digital transformation as a breakthrough, applying digital technology in production, management, and promotion of products and services is crucial. Effectively mobilizing resources to invest in essential infrastructure such as transportation, irrigation, schools, and health centers is essential, while simultaneously leveraging the people's internal strengths according to the principle of "the people do the work, the State provides support, and the people benefit." Ensuring national defense and security, maintaining political stability, preventing the emergence of hotspots, and creating a safe environment for sustainable socio-economic development are also key priorities.
Comrade Vo Thanh Binh expressed his confidence that the Party Committee and people of Dong Giang commune will continue to uphold the heroic traditions of their homeland, promote the spirit of "Unity - Innovation - Creativity - Development," and successfully achieve the goals and tasks set for the 2025-2030 term.
On this occasion, Comrade Vo Thanh Binh presented the Congress with a banner bearing the inscription: "Unity - Democracy - Innovation - Creativity - Development" as a wish and also a great expectation entrusted to the Party Committee and people of Dong Giang commune on their new journey.
