The conference was held in both in-person and online formats.

General Secretary To Lam attended and chaired the conference. Also present were Politburo member and Standing Committee Secretary Tran Cam Tu and leaders of central committees, ministries, and agencies. At the City Party Committee's meeting point were leaders of the City Party Committee's Propaganda and Mass Mobilization Department, and leaders of relevant departments, agencies, and organizations.

The year 2025 marks many turning points for the country and its political system, and is also the first year of merging the Propaganda Department and the Mass Mobilization Department at all levels. To date, 100% of the new apparatus is operating stably, streamlined, and professionally, ensuring uninterrupted ideological and mass mobilization work, especially at the grassroots level.

Propaganda and mass mobilization work continues to affirm its core role in advising Party committees on strategic matters related to Party building in politics, ideology, and ethics; consolidating the people's trust; promoting socialist democracy; and fostering socio- economic development, national defense, and security. The work of protecting the Party's ideological foundation has been strengthened; the Steering Committee 35 at all levels has handled a large amount of harmful and toxic information, creating a positive flow of information on the internet; and many competitions and creative content movements have attracted a large number of Party members and young people to participate.

The work of mass mobilization has shifted significantly from "persuasion" to "listening - accompanying - serving the people." Many localities maintain dialogue between the heads of Party committees and government with the people; effectively operate channels for receiving feedback through digital platforms, promptly addressing pressing issues and preventing the emergence of hotspots. The "Skilled Mass Mobilization" movement has spread widely, linked to the digital transformation of communities, building civilized and safe residential areas; mobilizing the people to participate in urban beautification, land clearance, and environmental protection for key projects.

The conference discussed and pointed out limitations, including a reluctance and fear of responsibility among some officials; the capacity to grasp public opinion in some localities not keeping pace with requirements; a lack of synchronization in digital transformation; and a shortage of technical personnel for mass mobilization in cyberspace. Many delegates proposed solutions to improve the effectiveness of propaganda and mass mobilization in 2026, the year of the 14th Party Congress, the National Assembly and People's Council elections at all levels; the first year of implementing the Resolution of the 14th Party Congress, and the projected double-digit economic growth.

In his address to the conference, General Secretary To Lam emphasized the particularly important significance of propaganda and mass mobilization work in the new context; affirming that the completion of hundreds of projects with a total capital of trillions of dong is proof of the efforts of the entire political system, businesses and the people; the strength and potential are being strongly unleashed.

General Secretary To Lam called for maintaining the political orientation; steadfastly pursuing the goals of national independence and socialism; considering the protection of the Party's ideological foundation as a vital task, a "steel shield" protecting the regime; strongly innovating propaganda methods to create a positive mainstream in cyberspace; using beauty, truth, and genuine belief to push back against wrongdoing. The Party leader demanded a firm grasp of public opinion; implementing the motto "listen to the people - speak so the people understand - act so the people trust"; putting the people at the center, promoting democracy and social criticism; strengthening national unity; and caring for the lives of the people, especially the vulnerable.

The General Secretary urged the entire sector to take the lead in digital transformation; enhance strategic forecasting capabilities; build a team of capable, intelligent, and resilient cadres to overcome all difficulties and challenges; and contribute to the successful fulfillment of the tasks of national construction and defense.

In 2026, the entire sector will launch an emulation movement with the spirit of innovation, creativity, pioneering spirit, and exemplary conduct, building a team of cadres who are "courageous, intelligent, professional, and modern," contributing to the widespread dissemination of the Party's resolutions in social life.
