The year 2025 marks a significant turning point in propaganda and mass mobilization work as the Propaganda Department and the Mass Mobilization Department merge at all levels and officially begin operations.

On the morning of December 19th, in Hanoi , the Central Propaganda and Mass Mobilization Department held a national conference to summarize the work of propaganda and mass mobilization in 2025 and to implement tasks for 2026.

The conference was held in person in Hanoi, combined with online participation connecting to provincial and city Party committees, as well as commune, ward, and special zone locations nationwide.

Attending the Conference were members of the Politburo: Tran Cam Tu, Standing Member of the Secretariat; Phan Dinh Trac, Secretary of the Central Committee and Head of the Central Internal Affairs Commission; Nguyen Xuan Thang, Director of the Ho Chi Minh National Political Academy and Chairman of the Central Theoretical Council; General Nguyen Trong Nghia, Secretary of the Central Committee and Head of the General Political Department of the Vietnam People's Army; and General Luong Tam Quang, Minister of Public Security.

Also attending were Comrade Trinh Van Quyet, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department; members of the Central Committee of the Party, alternate members of the Central Committee of the Party, leaders of central departments, ministries, branches and agencies; Standing Committees of provincial and city Party Committees; leaders of the Propaganda and Mass Mobilization Departments of provincial and city Party Committees, Party Committees directly under the Central Committee...; leaders of the Vietnam Journalists Association, central and Hanoi press and publishing agencies; central reporters, social opinion collaborators...

The year 2025 marks a significant turning point for propaganda and mass mobilization work as the Propaganda Department and the Mass Mobilization Department merge at all levels and officially begin operations. Following the merger, the entire sector has focused on streamlining its organizational structure while simultaneously undertaking an increasing workload, including new, difficult, and complex tasks unprecedented in the past. However, with a spirit of innovation and creativity, the new system has operated smoothly, with clear responsibilities and assigned tasks. The propaganda and mass mobilization system at all levels has become complete, streamlined, professional, and modern.

In 2025, the entire Propaganda and Mass Mobilization sector focused on advising and assisting the Central Committee of the Party, the Politburo, the Secretariat, and Party committees at all levels in implementing tasks related to Party building in politics, ideology, ethics, and propaganda and mass mobilization, with many outstanding achievements. This contributed to promoting positive dissemination, creating unity and consensus within the political and social system, gaining the support and approval of the people, promoting the strength of national unity, and actively contributing to the cause of building and defending the Fatherland; and building and rectifying a clean and strong Party.

The work of serving the Party Congresses at all levels and the 14th National Party Congress was implemented synchronously and comprehensively, ensuring progress and political requirements. The work of researching, studying, understanding, disseminating, and organizing the implementation of resolutions, directives, conclusions, and regulations of the Party continued to be reformed in thinking, improving quality and effectiveness compared to the previous period. Political theory education was consolidated and standardized, gradually meeting new requirements. The study and emulation of Ho Chi Minh's thought, morality, and style continued to spread widely throughout society. Many effective models and innovative approaches were replicated. Many outstanding examples were discovered and commended, creating social persuasion.

The work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints has been proactively and decisively implemented, becoming systematic and clearly affirming the core role of the Propaganda and Mass Mobilization sectors. The work of monitoring public opinion has developed in scale, depth, and predictive capability, becoming an important information channel serving the leadership and guidance of the Politburo, the Secretariat, and Party committees at all levels.

The entire sector has implemented propaganda work in a proactive and professional manner, ensuring uniformity from the central to the grassroots level. The propaganda system has produced thousands of works, television programs, documentaries, publications, and digital media products, creating a broad social impact across various platforms.

Press and publishing activities are implemented in close alignment with political tasks, promoting the role of revolutionary journalism in shaping public opinion, forming mainstream information flows, and arousing patriotic spirit. External information and propaganda work on maritime and border issues is organized continuously and with a focus, contributing to enhancing the country's position and image. Cultural and artistic activities are implemented in close connection with political tasks, promoting national cultural values.

The work of science and education has seen significant progress, affirming the strategic advisory role of the sector in the fields of education and training, science and technology, health, sports, and human development. The Party's mass mobilization work in 2025 will see a substantial shift, deeply understanding the principle of "the people are the foundation," contributing to the realization of the mechanism of "Party leadership - State management - People's ownership," thereby mobilizing the combined strength of the people in implementing the Party's major, breakthrough policies.

Religious affairs work has been implemented rigorously, tailored to the specific characteristics of each locality, especially in remote areas, ethnic minority regions, and areas with religious communities. Emphasis has been placed on mobilizing religious leaders, followers, and ethnic minorities; many effective "people mobilization" models continue to be implemented, contributing to strengthening national unity and maintaining political and social stability in key areas.

The entire sector has also directly acknowledged the shortcomings and limitations in advising on Party building in terms of politics, ideology, ethics, and science and education; the capacity to predict and understand public opinion; methods of mobilizing the people in cyberspace; and digital transformation in the fields of propaganda and mass mobilization...

According to the Report on the Digital Ecosystem in the Party's Propaganda and Mass Mobilization Work, the process involves both adopting and refining the system, ensuring synchronization, effectiveness, safety, and ease of use for the entire sector. It is expected that by the end of the second quarter of 2026, the connection and comprehensive exploitation of all databases serving propaganda and mass mobilization work will be completed.

In 2026, the Propaganda and Mass Mobilization sector has identified its key tasks and directions: to raise awareness of the importance of Party building in terms of politics, ideology, and ethics; and to place political, ideological, and ethical work as a central and ongoing task.

Synchronize the study and learning of the documents of the 14th Party Congress; organize extensive political activities to study, research, understand, and disseminate the Resolution of the 14th Party Congress, ensuring it is properly oriented, creative, and effective. Complete on schedule and ensure the quality of the projects assigned for submission to the Politburo, the Secretariat, and Party committees at all levels in 2026.

Actively and promptly grasp, resolutely refute the false and reactionary arguments of hostile forces in society and on the internet, and firmly protect the ideological foundation of the Party. Focus on widely disseminating the Resolution of the 14th Party Congress and the Party's strategic decisions; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; important political, economic, and social events of the country; and thoroughly understand and spread the guiding viewpoints of General Secretary To Lam.

Promote research, study, understanding, and implementation of the Party's resolutions, directives, conclusions, and regulations on cultural, artistic, and scientific and educational work, focusing on the Party's Resolution of the 14th National Congress on culture, arts, science, technology, environment, climate change, education, training, improving people's health; and developing Vietnamese people comprehensively.

Promoting the supervisory role of the Fatherland Front and political and social organizations, strengthening democracy and transparency in social management and protecting the legitimate rights and interests of the people; effectively implementing grassroots democracy regulations; spreading exemplary models and best practices, and promoting the "Skilled Mass Mobilization" movement in conjunction with patriotic emulation movements and socio-economic development.

Improve the organizational structure and staffing to meet the requirements of the tasks under the two-tiered local government system; strengthen the training and development of cadres, ensuring clear roles, responsibilities, and accountability.

Earlier, General Secretary To Lam and other Party and State leaders, along with numerous delegates, visited the exhibition space showcasing books, photographs, and achievements of digital transformation in journalism.
