In response to the significant loss of life and property caused by fires and explosions nationwide, Dong Ha city has focused on implementing comprehensive solutions to prevent fire and explosion hazards in the area.

The key solution implemented by Dong Ha city to prevent fires and explosions was the effective implementation of fire prevention, firefighting, and rescue plans by the city police force (formerly) and the police forces of the wards.

In particular, continue implementing the thematic program to strengthen fire prevention and control work for households and residential buildings combined with production and business activities; coordinate a comprehensive review and inspection of fire safety and rescue work for lodging establishments, rental rooms, mini-apartments, and boarding schools... in the area.

Inspections revealed numerous shortcomings and deficiencies, leading to administrative penalties and suspension of operations for many establishments. Simultaneously, facilities were guided to fully comply with fire safety regulations. Many fire safety training courses were organized, and hundreds of trainees received fire safety training certificates. Furthermore, 100% of officers and soldiers received fire safety and rescue training.

Agencies, units, and the People's Committees of the wards have also actively participated. Dong Ha Market currently has nearly 1,300 regular business households with about 45 basic goods and services. “To prevent fires and explosions, the unit's specialized force is equipped with specialized equipment, a widespread surveillance camera system, and is on duty 24/7. The market management board has also widely launched the campaign "Each stall is equipped with one fire extinguisher," and to date, nearly 200 stalls have been equipped with fire extinguishers.

In addition, many small traders have equipped their stalls with surveillance cameras to help ensure good security and order. "We have organized for business owners to sign commitments not to trade or possess weapons, explosives, support tools, and illegal fireworks," said Le Minh Quoc, Head of the Dong Ha Market Management Board.

Forest rangers effectively implement forest fire prevention and control measures; widely disseminate fire prevention and control regulations to all relevant parties; maintain 24/7 fire prevention and control readiness during hot weather to detect, prevent, and mobilize forces promptly to extinguish forest fires effectively, preventing the formation of large-scale fires. People's Committees of wards seriously implement their state management functions regarding fire prevention and control in their areas, prioritizing the dissemination of laws and regulations, building a movement for all citizens to participate in fire prevention and control; and regularly inspect the compliance with fire prevention and control regulations by establishments and households.

“The unit actively coordinates with relevant agencies and units to promote information and communication work on fire prevention and rescue. Attention is paid to developing themes, documentaries, short plays, and video clips guiding fire prevention and escape skills, and introducing good examples and good deeds in this field... At the same time, we increase the broadcast time and content of programs during peak hours so that people can follow them on mass media,” said Nguyen Hai Phi, Deputy Director of the Dong Ha City Culture, Sports and Tourism Center.

According to information from the Dong Ha City People's Committee, in 2024, there were 16 fires in the city, causing damage of 122.1 million VND, a decrease of 48 incidents compared to the same period in 2023. The main causes of fires were electrical system and equipment malfunctions and violations of fire safety regulations.

To proactively prevent and mitigate fire and explosion risks in the area, especially during the hot season of 2025, Dong Ha city will continue to implement a comprehensive range of solutions. These include widespread information dissemination to raise public awareness of fire prevention and rescue regulations, particularly regarding the management and use of electricity, open flames, flammable and explosive materials, equipment capable of generating fire or heat, and measures to handle fires and explosions in households.

The form, method, and content of propaganda must be practical, engaging, concise, easy to understand, and appropriate for each target audience. Heads of agencies, units, localities, and businesses will be held responsible if they are negligent or lax in leadership and management, leading to fires and explosions that cause serious damage to people and property.

Strengthen the dissemination of fire prevention and fighting laws; develop and replicate advanced and effective fire prevention and fighting models and best practices in agencies, units, localities, and residential areas. Intensify inspection and guidance for businesses to strictly comply with fire prevention and fighting regulations, resolutely suspend or shut down operations of establishments that do not meet the conditions, and strictly handle violations; improve the effectiveness of supervision by functional agencies and local authorities over establishments with existing fire prevention and fighting deficiencies.

Strictly enforce the assessment and issuance of construction permits and business licenses for projects subject to fire safety design review, especially for facilities undergoing functional conversion that pose a high risk of fire and explosion.

Strengthen inspection and monitoring of construction projects to detect those built without proper permits or failing to meet fire safety standards. Timely implement forest fire prevention and control plans, and increase patrols and inspections, especially during periods of intense heat, to prevent forest fires.
