The city's effective implementation of patriotic emulation movements has become a powerful driving force, stimulating creativity and resilience throughout the entire political system, business community, and city residents. This has helped the city maintain high growth momentum, demonstrating the resilience and development capacity of a special urban center. Furthermore, effective social welfare programs, support for vulnerable groups, and the recovery of production and business activities have created a solid foundation for the next phase of development.
Entering the 2025-2030 term, Ho Chi Minh City clearly defines its responsibility as a pioneer for the whole country, joining the nation in entering an era of progress. The Resolution of the First Congress of the Ho Chi Minh City Party Committee sets ambitious goals: an average annual GRDP growth of 10%-11%, reaching a GRDP per capita of 14,000-15,000 USD by 2030, with a contribution of 60% from total factor productivity (TFP)... These figures demonstrate a strong will to rise and a determination to build Ho Chi Minh City into a civilized, modern, and dynamic city, a center of innovation, and among the top 100 most livable cities globally.
These ambitious goals require a spirit of emulation to become a concrete driving force for action, spreading to administrative agencies, businesses, neighborhoods, and citizens, so that everyone can work together to realize these goals. The focus of this emulation period must be on the smooth and effective operation of a two-tiered local government model that is more effective, efficient, and closer to the people. As Ho Chi Minh City Party Secretary Tran Luu Quang emphasized in his closing remarks at the First Ho Chi Minh City Party Congress, the decisive factor remains "people" - the team of cadres and Party members who dare to think, know how to act, and dare to take responsibility for the common good. Therefore, the emulation movement within state agencies needs to be linked to evaluating management capacity, progress in task implementation, and specific results for each task. At the same time, we must resolutely condemn the mindset of seeking security and avoiding responsibility; Instead, the focus should be on a pioneering and exemplary spirit to facilitate administrative procedures and create a transparent investment and business environment, thereby building strong confidence in the city's breakthrough in the future.
