Today, October 25, the 1st Ho Chi Minh City Patriotic Emulation Congress, term 2025-2030 took place, honoring advanced models who have contributed and shone in the past difficult and challenging period. This is also an opportunity for the Party Committee, government and people of the city to show their determination, foster their aspirations and unanimously enter a new stage of development.

Looking back on the past journey, despite facing many unprecedented difficulties, especially the Covid-19 pandemic and global economic fluctuations, Ho Chi Minh City has still steadfastly maintained its role as the country's economic locomotive. The patriotic emulation movements effectively implemented by the city have become a strong driving force, arousing the creativity and spirit of overcoming difficulties of the entire political system, business community and people of the city. That helps the city maintain high growth momentum, demonstrating the recovery and development capacity of a special urban area. In addition, the work of caring for social security, supporting the disadvantaged and recovering production and business has been carried out effectively, creating a solid premise for the next stage of development.

Entering the 2025-2030 term, Ho Chi Minh City clearly identified its pioneering responsibility for the whole country, and together with the whole country, entered the era of development. The Resolution of the 1st Ho Chi Minh City Party Congress set ambitious goals: average GRDP growth of 10%-11%/year, bringing GRDP per capita to 14,000-15,000 USD by 2030, with the contribution of total factor productivity (TFP) reaching 60%... These figures demonstrate the strong will to rise and the determination to build Ho Chi Minh City into a civilized, modern urban area, a center of innovation, creativity, and dynamism, among the top 100 livable global cities.

Those aspirational goals require the emulation spirit to become a specific driving force for action and spread to administrative agencies, businesses, each neighborhood, and people to join hands and join forces to realize those goals. The focus of emulation in this period must be placed on the smooth and effective operation of the 2-level local government model, effective, efficient, closer to the people and closer to the people. As Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized in his closing speech at the 1st Ho Chi Minh City Party Congress, the decisive factor is still "people" - the team of cadres and party members who dare to think, know how to do and dare to take responsibility for the common good. Therefore, the emulation movement in the state agencies needs to be associated with the assessment of executive capacity, task implementation progress and specific results at each task. At the same time, resolutely condemn the mindset of seeking safety and avoiding responsibility; Instead, it is a pioneering and exemplary spirit to bring convenience in handling administrative procedures and create an open investment and business environment, thereby creating a strong belief in the city's breakthrough in the coming time.

At the same time, patriotic emulation must spread throughout society, becoming a practical action movement to solve development "bottlenecks". The ultimate goal of every emulation movement is to improve the quality of life and people's satisfaction. This requires emulation work to focus on specific tasks, aiming at real results, contributing to improving people's quality of life. As President Ho Chi Minh 's simple but profound advice: "Emulation is patriotism, patriotism requires emulation", the 1st Ho Chi Minh City Patriotic Emulation Congress is expected to create an atmosphere to arouse the spirit of solidarity, dynamism and creativity so that every citizen, every cadre and every collective in the city will be a beautiful flower in the garden of patriotic emulation. When the entire political system and all classes of people act together, Ho Chi Minh City will firmly enter a new era of development; contributing to the successful implementation of the Resolution of the 1st Ho Chi Minh City Party Congress, completing the pioneering mission, affirming the position of a global "super city", worth living and rich in humanity.
