Intense action every day
Comrade Nguyen Thanh Ha, Director of the Department of Information and Communications, stated: “According to the plan, the Department of Information and Communications and the Department of Science and Technology will merge. Over the past period, the two units have actively coordinated to finalize the merger plan. It is expected that after the merger, the number of subordinate units will be reduced from nine to seven, and further reductions will be pursued in accordance with central and provincial guidelines. The view is that after the merger, the new agency will be more streamlined and operate more effectively and efficiently…”
Following the direction of the Central Government and the guidance of the Provincial People's Committee, the Department of Labor, War Invalids and Social Affairs has coordinated with other departments and agencies to develop a plan for organizational restructuring. Specifically, the Department has proposed a plan to reorganize and streamline the organizational structure of units in accordance with the guidelines. The functions and tasks of state management regarding labor, wages; employment, war invalids and martyrs; occupational safety and health; social insurance; gender equality; and existing activities of the Employment Service Center have been transferred to the Department of Internal Affairs.
The Department of Labor, War Invalids and Social Affairs and the Provincial Police Department held a meeting to finalize the handover and acceptance procedures for the Tuyen Quang Provincial Drug Rehabilitation Center.
Simultaneously, the state management functions in the field of vocational education are transferred to the Department of Education and Training; the state management functions regarding social protection; children and prevention and control of social evils; the management and use of the Children's Protection Fund and existing activities of the Drug Rehabilitation Center, Social Work Center and Children's Protection Fund are transferred to the Department of Health; the state management functions and tasks regarding poverty reduction are transferred to the Department of Agriculture and Environment; and the state management tasks regarding drug rehabilitation and post-rehabilitation management are transferred to the Provincial Police. At the same time, existing assets and facilities at the Drug Rehabilitation Center are transferred to the Provincial Police to continue carrying out its duties.
Comrade To Hoang Linh, Director of the Department of Labor, War Invalids and Social Affairs, said: “During the restructuring process, based on its functions and tasks, the Department has closely followed the directives of the Central Government and the province to strictly implement Resolution No. 18-NQ/TW. At the same time, we regularly held meetings to disseminate new directives from the Central Government and the province, listened to the opinions and concerns of officials and employees, and thereby disseminated information to ensure that officials, employees, and workers are united and highly committed to the restructuring. To date, 15 officials working in affiliated units have voluntarily requested early retirement, creating favorable conditions for personnel restructuring and streamlining the organizational structure…”
High determination, great effort
Following the central government's guidelines and directives, Tuyen Quang province has issued various documents to guide implementation. The province established a Steering Committee to summarize Resolution 18-NQ/TW; and conducted a thorough review of Resolution 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, on several issues concerning the continued reform and streamlining of the political system's organizational structure for efficient and effective operation. The provincial Steering Committee directed relevant agencies to focus on researching and proposing plans for streamlining the organizational structure of agencies and units under its management. Simultaneously, it unified the policy on organizational restructuring in the province and implemented the streamlining process, ensuring progress and quality.
To date, the Provincial Party Committee has issued decisions to terminate the activities of provincial-level Party groups and Party committees, and the Party Committee of the Provincial Agencies and Enterprises Bloc; decisions to establish the Party Committee of the People's Committee of Tuyen Quang province directly under the Provincial Party Committee; decisions to establish the Party Committee of the Party agencies of Tuyen Quang province directly under the Provincial Party Committee; and preparations are underway for a conference to announce the decision on the merger of the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department…
The provincial steering committee continues to closely follow the policies and directions of the Politburo, the Central Steering Committee, and the Government Steering Committee, regularly updating central directives and immediately implementing projects and decisions on organizational restructuring when central resolutions and conclusions are issued. At the same time, it requires Party committees, Party organizations, agencies, and units at all levels to continue directing and implementing assigned tasks decisively; ensuring the timely completion of assigned tasks.
During the process of restructuring the administrative apparatus, Tuyen Quang province has always prioritized and paid attention to the regime and policies for cadres, civil servants, public employees, and workers; it has also focused on propaganda work, understanding the thoughts and aspirations of cadres, civil servants, public employees, and workers, and actively encouraged cadres eligible for early retirement to streamline the apparatus and achieve the set goals and requirements.
Tuyen Quang province has always considered the restructuring and streamlining of the administrative apparatus as a major revolution, a particularly important political task requiring high determination, great effort, and a sense of responsibility and exemplary conduct from officials, civil servants, and employees throughout the province. Understanding this, many officials and employees in various units have demonstrated exemplary conduct, voluntarily requesting early retirement, creating favorable conditions for personnel restructuring and streamlining the apparatus. As of February 12, 2025, 114 officials, civil servants, and employees in the province had submitted applications for early retirement under Government Decrees No. 177 and 178/2024/ND-CP…
Currently, departments, agencies, and localities are focusing on finalizing projects, procedures, and documents to submit to competent authorities for consideration and decision, ensuring progress as required. Simultaneously, preparations for announcing decisions on the launch, establishment, and merger of some departments and agencies, as well as the dissolution of Party committees, are also being focused on by relevant agencies, with completion expected in February 2025.
It can be said that with officials and employees of agencies and units in the province being ready to carry out the restructuring, merger, and reduction of organizational units in accordance with the central and provincial policies on streamlining the apparatus, it will create favorable conditions for the "revolution" to succeed, bringing long-term benefits to the country.
