Comrade Xong Ba Xenh, Secretary of the Party Branch of Huoi Khe village, happily said: "Before this playground was built, the villagers used to gather in the evenings to drink alcohol. Since the Economic -Defense Group 4, Military Region 4, helped renovate and upgrade the community cultural center into a model military-civilian cultural center, we have had a place to organize community activities and recreation. Thanks to this, the people have gradually changed their lifestyles and are working together to build a healthy cultural life."

The model military-civilian cultural center will be inaugurated in Huồi Khe village, Mường Típ commune, Nghệ An province, in October 2025.

Implementing the Project "Improving the quality and effectiveness of mass mobilization work of the Armed Forces of Military Region 4 in special areas within the Military Region in the period 2023-2030 and beyond" and the Plan of the 4th Economic-Defense Brigade on building a model "Military-Civilian Cultural Village" in Huoi Khe village, the Brigade recently mobilized nearly 500 man-days of labor from cadres, staff, young volunteer intellectuals, local forces, Border Guards, and villagers to participate in building the model military-civilian cultural house. Comrade Lo Ba Xenh, Head of Huoi Khe village, said: "Hearing the news that the 4th Economic-Defense Brigade would build a cultural house for us, the villagers were very happy. The whole village is determined to contribute manpower and resources to speed up the construction progress, contributing to building the village into a shining cultural spot in the border region."

With a sense of responsibility and the strength of military-civilian solidarity, after more than a month of construction, items such as: renovating, expanding, leveling the ground, paving and pouring concrete for a courtyard of over 500m² , building a wall around the cultural center, repainting the cultural center; consolidating and supplementing the cultural facilities system, flagpoles, and canopies; laying tiles on 110m² ; investing in a new entrance gate, solar-powered lights, and a legal library, the model military-civilian cultural center in Huồi Khe village has been completed on schedule. The total cost of the project was 100 million VND; from social contributions and donations from officers, soldiers, and agencies and units under the 4th Economic-Defense Brigade, more than 100 million VND was contributed (not including the labor of the forces). Lieutenant Colonel Luong Hai Kien, Deputy Political Commissar of the 4th Economic-Defense Brigade, stated: "In the coming time, the 4th Economic-Defense Brigade will continue to join hands in contributing to building Huoi Khe village into a shining example of military-civilian solidarity, economic, cultural, and social development, and preserving the ethnic identity of the border region of the Fatherland."
