Promoting high-tech agriculture and industry is a suitable development direction, both leveraging the existing advantages of Dai Loc commune and enhancing production value in a sustainable manner.

Foundation from agriculture

Over the years, Ai Nghia Agricultural Cooperative has consistently been recognized as a leading cooperative in the local agricultural cooperative system, ranking among the top exemplary cooperatives nationwide. The cooperative is actively engaged in rice production and collaborative production across more than 300 hectares.

Mr. Truong Cam, Chairman of the Board of Directors and Director of Ai Nghia Agricultural Cooperative, shared that the cooperative has proactively linked with local farmers to produce rice varieties according to safe procedures, ensuring compliance with food hygiene and safety regulations.

Simultaneously, they provide seeds and input materials for farmers to produce and purchase all of this rice variety for the production of safe rice paper and rice.

The cooperative has partnered with six businesses that guarantee the purchase of approximately 1,000 tons of rice seeds from its members, at a price 2.5-3 times higher than that of commercial rice production.

In recent times, cooperatives in Dai Loc district have actively promoted land consolidation among organizations and individuals for production linkages. They have developed land consolidation plans to promote the development of high-tech agriculture, increase the added value of products, better meet domestic and export market demands, and improve the lives of farmers.

The total agricultural production area of ​​Dai Loc commune is nearly 2,950 hectares, with an average annual grain production of over 21,000 tons. Of this, the area for rice seed production under contract is 476 hectares, accounting for more than 22% of the total rice production area in the commune.

According to Mr. Huynh Hung Quang, Vice Chairman of the People's Committee of Dai Loc commune, leveraging the agricultural strengths of the five localities of the former Dai Loc district before the merger (Dai Hiep, Dai Nghia, Dai An, Dai Hoa, Ai Nghia), Dai Loc commune has now identified two concentrated, specialized agricultural production areas.

Specifically, Zone 1 focuses on developing agriculture along the value chain, applying science and technology with main products being clean vegetables, cash crops, annual industrial crops, and forming safe agricultural zones and OCOP raw material zones (located in the former Dai Nghia, Dai An, and Dai Hoa communes).

Region 2 focuses on specialized production of rice, corn, and mung bean seeds, attracting seed companies, agricultural schools, and seed production centers to invest and cooperate along the value chain (located in the former Ai Nghia, Dai Nghia, Dai Hiep, and Dai Hoa towns).

"To enhance the value of agricultural production, we prioritize the application of scientific and technological advancements in production and the rapid implementation of digital transformation in agriculture. This includes promoting the leading role of local agricultural cooperatives in investing in high-tech agricultural projects."

"At the same time, we are actively implementing the 'four-party' linkage model, which includes the state, scientists, businesses, and farmers," Mr. Quang said.

Attracting high-tech industries

Currently, the value of industrial, handicraft, and construction production in Dai Loc commune accounts for over 60%. The commune has 6 industrial clusters with 34 production facilities operating stably, with a total investment capital of 4,450.5 billion VND.

Mr. Le Do Tuan Khuong, Chairman of the People's Committee of Dai Loc commune, said that the locality's advantage is its proximity to the city's "inner city" area and the presence of National Highway 14B, creating favorable conditions for trade and industrial development.

Dai Loc commune's orientation is to develop industry and small-scale handicrafts along National Highway 14B. Priority is given to attracting FDI projects, high-tech projects, and environmentally friendly projects, as a driving force to accelerate growth, innovate technology, enhance competitiveness, shift the economic structure, and redistribute social labor.

Simultaneously, implement planning and management of industrial clusters, striving to achieve an investment attraction rate of over 80% in industrial clusters by 2030.

To realize this breakthrough, Mr. Khuong said that, in parallel with promoting and attracting investment, Dai Loc commune will create the most favorable and safe environment for businesses to invest with peace of mind.

Notably, the locality plans to coordinate investment in the construction of industrial park infrastructure with a total area of ​​approximately 600 hectares.

Specifically, the proposal suggests that the city include several key industrial-related projects in its list, such as constructing access roads for the Dai Hiep, Dai An, and Dai Nghia 2 industrial clusters, with a total budget of approximately 46 billion VND from the state budget.

Attracting private investment into the project to build a centralized wastewater treatment plant and wastewater pipeline system on the land plot west of the Dai Hiep industrial cluster (cost of 70 billion VND); along with projects under Decision No. 72 dated January 17, 2024 of the Prime Minister, such as investment in infrastructure of the Dong Phu, Tich Phu, Dai Hiep expansion, Dai An phase 2 and expansion industrial clusters.
