"Freeing" yourself from financial pressure.
In the implementation roadmap of the 2024 Land Law, the biggest obstacle preventing people from legalizing their land use rights is the financial obligation. Previously, the requirement to pay 100% of the difference in land use conversion fees created a significant barrier, especially for rural households who inherited land but lacked the financial resources. The promulgation of Resolution No. 254/2025/QH of the National Assembly on December 11, 2025, is seen as a breath of fresh air, directly removing these barriers and facilitating the process for individuals and households. The most significant highlight is the unprecedented preferential progressive tax rate. For conversions within the permitted limit, only 30% of the conversion tax is payable; for exceeding the limit (no more than once), 50% is payable; and for exceeding the limit more than twice, 100% is payable (to prevent speculation).

Mr. Vu Viet Hung, Head of the Land Sub-Department (Department of Agriculture and Environment), emphasized: This policy applies only once to each household on each plot of land. This is an intelligent screening mechanism that both ensures social security for those with genuine needs and prevents the practice of land hoarding and subdivision for sale.
In particular, the humane aspect of the policy is also reflected in the retroactive provision. Households that paid 100% of the land use fee between August 1, 2024, and before January 1, 2026, will have the difference reimbursed by the State. This is a decisive step to eliminate feelings of comparison and create absolute fairness among the people.
"Passport" for building and managing digitalization
Alongside tax incentives, the 2025 Construction Law, officially effective on January 1, 2026, also brings good news to the public by expanding the scope of construction permit exemptions. Level 4 constructions and individual houses under 7 stories (total floor area under 500 m2) in areas without detailed 1/500 scale planning or specific architectural management regulations will officially be freed from cumbersome administrative procedures.
Observations in many localities show that this change has received high consensus from the people. Mr. Cap Van Hai, from residential group 11, Binh Thuan ward, happily shared: "My family needed to renovate our old house last year, but we were hesitant because of the time-consuming paperwork and permit applications. Now, hearing that small and medium-sized detached houses are exempt from permits, people like me feel like a burden has been lifted. The government's reduction of procedures not only saves time and effort but also creates favorable conditions for people to confidently build houses and stabilize their lives."
The land policy innovations of 2026 are not simply dry figures about tax rates or identification codes. They are proof of a new management mindset: putting the people at the center. When land resources are unlocked from the financial and management roots, the people's trust will be the most powerful soft power to propel the country into an era of sustainable development and prosperity.
