According to the Ministry of Education and Training, after one month of implementation, Circular 29 has initially had a positive impact, changing the perceptions and habits of teachers, students, parents, and society as a whole regarding tutoring and supplementary classes. Management levels are also gradually adapting to the new approach to managing tutoring and supplementary classes: decisive, serious, and in accordance with regulations. After one month of implementation, Circular 29 has also received high levels of consensus, meeting the expectations of society.

After one month of implementation, Circular 29 has had a positive impact on the awareness and actions of management levels, teachers, students, and parents.

However, the Ministry of Education and Training noted that, despite the achievements, after one month of implementing Circular 29, some localities were still slow in issuing guiding documents and local regulations, leading to confusion in implementation.

The coordination between departments and agencies in implementing regulations on extracurricular tutoring has not been timely in some areas, causing anxiety among some teachers who wish to provide additional tutoring.

In some places, the directive to adjust school curricula to comply with the Circular's regulations was not timely or ready from the time the Circular was issued; this led to the abrupt cessation of extracurricular tutoring within schools, affecting the psychology of students and their parents.

Objective issues include a lack of school facilities; parents relying on schools and teachers due to insufficient time and knowledge to tutor their children; high expectations for academic achievement; and exam pressure.

The fact that students are not yet truly proactive in their studies and capable of self-learning… also raises concerns when Circular No. 29 comes into effect.

The Ministry of Education and Training stated that in the coming period, it is necessary to strengthen guidance and unify the implementation of several contents to continue effectively implementing Circular 29.

The Department of Education and Training directs educational institutions to continue innovating methods and forms of testing and evaluation in a way that fosters the qualities and competencies of learners. The design of tests and assessments, including regular and periodic assessments, entrance exams for the beginning of each school year, and entrance exams for grade 10, should be consistent with the required learning outcomes of the 2018 General Education Program, without creating pressure for students to attend extra classes.

Conduct surveys and classify students' proficiency levels (achievement levels) to develop class placement and teacher assignments based on student abilities. This will allow for the organization of review and remedial classes for students whose academic results are below the required level. Avoid organizing widespread, ineffective, and wasteful review sessions that are not tailored to the students.

Develop a learning support model in schools under the guidance of teachers. Organize a second self-study session for students to enhance their self-learning and research skills based on teacher guidance.

In the long term, the Department of Education and Training advises local Party committees and authorities to allocate local budgets and increase the mobilization of social resources to build sufficient schools and classrooms. This will reduce pressure in student enrollment, especially in large cities, industrial zones, and densely populated areas, and ensure that no student of compulsory education age is left without access to education.
