On November 27, 2024, the Baltica 2 Wind Power Project reached a new milestone when the consortium of General Contractor Semco Maritime and PTSC Mechanical Services Company Limited (PTSC M&C) solemnly held the Groundbreaking Ceremony for the offshore transformer stations at PTSC M&C's Construction Site, Vung Tau City. The Groundbreaking Ceremony also marked the beginning of the construction and fabrication phase for the key infrastructure for the Baltica 2 project, one of the largest offshore wind farms in the Baltic Sea and Europe. The ceremony was attended by representatives from the Ørsted and PGE Consortium, Semco Maritime, PTSC M&C, PTSC Corporation, and other relevant partners in the project. The presence of senior leaders, local authorities, customers and partners also affirmed the commitment of the parties in the goal of successfully implementing this iconic renewable energy project.
Groundbreaking Ceremony of Baltica 2 Project Substations
The Baltica Offshore Wind Farm (Baltica OWF) is one of the world's largest offshore wind projects, planned for development in the Baltic Sea area of Poland. It will also be Poland's largest renewable energy project to date. The project is being developed by a joint venture between the Polish State Electricity Corporation (Polska Grupa Energetyczna - PGE) and Ørsted A/S, one of the global leaders in offshore wind development.
The Baltica 2 OWF component project, the first development phase of the Baltica OWF wind farm, will have a capacity of approximately 1.5GW and is expected to be operational by the end of 2027. The Semco Maritime and PTSC M&C consortium has been awarded the EPC contract for the design, procurement and fabrication of four (4) offshore substations (OSS) with a capacity of 375 MW each and four supporting framing systems for the Baltica 2 OWF project. The main components of the project will be fabricated at PTSC M&C’s site in Vung Tau City, a key port base in the southern region of Vietnam. These components play a key role in safely and efficiently transmitting the energy generated by the offshore wind turbines to the national grid. The Groundbreaking Ceremony marks the construction and fabrication phase of the project, which is expected to be completed in the first half of 2026.
Mr. Ulrik Lange, Managing Director of Baltica 2 Project from Ørsted, shared:
It is with great significance that we are gathered here today with representatives from PGE, PTSC M&C and Semco Maritime to celebrate the Groundbreaking Ceremony for the Baltica 2 OSS project. This important milestone brings us closer to the realisation of Poland’s largest renewable energy project to date – the development of an offshore wind farm that will produce clean energy to meet the electricity needs of approximately 2.4 million Polish households. We are committed to working closely with PTSC M&C and Semco Maritime on this project to ensure that the project is delivered to the highest standards of safety and quality, which are core to our business and sustainability.
Mr. Bartosz Fedurek, CEO of PGE Baltica, part of the PGE Group, added:
This symbolic ceremony marks the start of the construction of offshore substations for the Baltica 2 OSS project and confirms that we are moving closer to the project implementation phase in the Polish offshore waters. In particular, the participation of Polish companies in the cooperation with PTSC M&C and Semco Maritime further increases the significance and importance of the Baltica 2 project in the global supply chain.
Mr. To Ngoc Tu, Director of PTSC M&C, said:
Today’s Groundbreaking Ceremony marks an important milestone for the Baltica 2 OSS Project. We will continue to maintain the spirit of innovation, diligence, and work tirelessly to implement the project with absolute safety, highest quality, and adherence to schedule. PTSC M&C’s management is committed to providing timely support, encouragement, and ensuring worthy benefits for all those involved in this project.
Mr. Pieter Thomasson, Vice President Asia Region of Semco Maritime, shared:
It is a great honor for us to work with such a visionary client and our excellent partner PTSC M&C. We are delighted to have reached this important milestone, marking the beginning of the construction phase of the project. During the project implementation, the Semco Maritime and PTSC M&C consortium will continue to maintain the highest standards of safety and quality until completion.
The partnership between Semco Maritime and PTSC M&C marks the growing expertise and capabilities in providing EPC services for offshore wind power substations. The Baltica 2 OSS project is a testament to cross-border collaboration and technological innovation, placing the Semco Maritime and PTSC M&C consortium at the forefront of the global green energy transition. This project also marks the third successful collaboration between Semco Maritime and PTSC M&C in accessing, bidding, and executing offshore substation projects. The parties are continuing to develop this excellent partnership to pursue opportunities in OSS projects in many market regions around the world.
