In the exciting atmosphere of competition to celebrate major anniversaries in 2025: 50 years of national reunification, 80 years of National Day of the Socialist Republic of Vietnam; towards the 4th Congress of the Party Committee of the Vietnam National Oil and Gas Group for the 2025-2030 term and the 14th National Congress of the Party, on June 12, 2025, Vietnam Oil and Gas Technical Services Corporation (PTSC) solemnly held the 8th Party Congress, Term 2025-2030 at the Petroleum Hotel, Vung Tau city. In the context of the strong energy transition, the global oil and gas industry is at a challenging transitional period and also opening up new opportunities, the PTSC Party Committee has summarized the 2020-2025 term and the results of implementing the Resolution of the 7th Congress as well as setting out directions, strategic tasks and solutions for the new term 2025-2030. The Congress is of great significance, creating a solid political foundation and basis for PTSC in the period of energy transition and deep international integration. This is also a great and extensive political activity in the entire PTSC Party Committee and Party Committees at all levels in the Corporation, demonstrating the spirit of solidarity, intelligence and determination to innovate of all cadres and Party members in the PTSC Party Committee.

  Attending and directing the Congress were comrade Tran Quang Dung - Standing Deputy Secretary of the Party Committee of Vietnam National Energy Industry Group; comrade Phan Anh Minh - Member of the Standing Committee of the Party Committee, comrade Pham Quang Dung - Member of the Standing Committee, Chief of the Party Committee Office, Chairman of the Veterans Association; comrades Leaders of Party Committees, Heads of socio-political organizations, Leaders of functional departments/Office of the Group. On the side of former Party leaders/Leaders of Vietnam National Energy Industry Group and PTSC Corporation of different periods, there were comrade Nguyen Xuan Nham - Former General Director of the Group, General Director of PTSC; comrade Leu Minh Tien - Former Secretary of the PTSC Party Committee; comrade Le Minh Hong - Former Chairman of the Board of Directors of PTSC, comrade Thai Quoc Hiep - Former Secretary of the Party Committee, Chairman of the Board of Directors of PTSC, comrade Nguyen Hung Dung - Former Deputy Secretary of the Party Committee, General Director of PTSC; Comrade Nguyen Huu Hai - Former Standing Deputy Secretary of the Party Committee of PTSC Corporation. On the side of PTSC, there were Comrade Phan Thanh Tung - Member of the Party Committee of the Group, Secretary of the Party Committee, Chairman of the Board of Directors of the Corporation; Comrade Tran Ngoc Chuong - Standing Deputy Secretary of the Party Committee, Member of the Board of Directors, Comrade Tran Ho Bac - Deputy Secretary of the Party Committee, General Director; leaders in the Standing Committee of the Party Committee, the Party Executive Committee, the Board of Directors, the Board of General Directors, the Board of Supervisors, Leaders of socio-political organizations, Leaders of the Boards/Offices of the Corporation, Leaders of affiliated units and 198 delegates representing 1,580 party members of the Party Committee of PTSC Corporation.

  PTSC achieves breakthrough development in the 2020-2025 term

According to the Political Report presented at the Congress, the 2020-2025 term has marked a particularly difficult period for PTSC, when it was simultaneously affected by major fluctuations in the world situation and internal challenges at home. Globally, the COVID-19 pandemic lasting three consecutive years (2020-2022) has disrupted supply chains, stalled production, and severely affected trade and logistics activities, including the oil and gas services sector. The peak was the period when world oil prices fell to negative levels (April 2020), pushing the energy industry into a deep crisis. Along with that, geopolitical tensions such as the Russia-Ukraine conflict, instability in the Middle East, and the US-China trade war continued to increase risks, negatively impacting the international energy and investment markets. Domestically, investment in oil and gas exploration and exploitation activities decreased significantly. Legal difficulties, state capital management mechanisms and delays in policy adjustments have affected project implementation progress and business performance. In addition to these challenges, the requirements for energy transition and sustainable development also put great pressure on traditional technical service units. However, this is also an opportunity for PTSC to proactively adapt, change its strategy, and gradually expand into high-tech service fields, clean and renewable energy.

Overcoming the challenges of the general context, under the strong leadership of the Party Committee and the consensus of the entire political system, party members and employees, PTSC has proactively innovated, flexibly adapted and promptly seized opportunities from the global energy transition trend. The Corporation has boldly expanded into the offshore renewable energy sector, while promoting the development of services to international markets such as Europe, the Middle East, India, Taiwan, Malaysia, Brunei, Indonesia, Thailand, etc. to compensate for the decline in traditional services. Thanks to the right orientation and persistent efforts, PTSC has completed and exceeded the set targets, overcome difficult periods and achieved many outstanding results, creating a solid mark in the journey of sustainable development.

In the period of 2020-2025, despite facing many fluctuations and challenges in the domestic and international environment, PTSC Party Committee has led the Corporation to achieve many outstanding results, making breakthroughs in all aspects: scale, production - business capacity, service quality and management structure.
PTSC has successfully completed the 5-year plan with an average consolidated revenue growth rate of 7%/year (3-5% higher than the plan). Total revenue is estimated at VND 108,577 billion (equal to 136% of the plan, up 13.3% compared to the 2016-2020 period). Profit after tax reached VND 6,286 billion (equal to 157% of the plan, up 6.7%), the profit after tax ratio on charter capital reached over 15%, and dividends were maintained at 7% or more annually.
PTSC continues to affirm its position in the oil and gas technical service chain, with many core areas maintaining stable growth momentum such as oil and gas mechanics and industrial projects; port base services; transportation, installation, operation, maintenance and dismantling of oil and gas projects;… In particular, service development activities to foreign markets continue to be promoted in many regions such as Europe, the Middle East and Southeast Asia.
Investment work has also been deployed synchronously throughout the system, focusing on upgrading infrastructure, equipment and applying management software. Many key works and projects have been completed and put into operation, creating a solid foundation for a long-term development strategy. In addition, the Corporation has effectively carried out restructuring tasks, divesting capital from other sectors, training and arranging human resources, practicing thrift - fighting waste and rotating appropriate staff to improve operational efficiency. The leadership and direction of the Party Committee continues to be innovated in a streamlined and scientific direction, contributing to enhancing the role of the political core and management efficiency throughout the system. Notably, participation in new fields - offshore renewable energy and foreign markets has significantly contributed to revenue growth, offsetting the decline of traditional services, creating momentum for PTSC's development in the next period. The impressive results in the 2020-2025 term are a solid foundation for PTSC to enter a new development phase, with the orientation of becoming a global brand in the energy industry, especially oil and gas technical services and offshore renewable energy.

The 8th PTSC Party Congress determined the strategic development orientation for the period 2025-2030
As a grassroots Party Committee assigned with some powers at the grassroots level, with nearly 1,600 Party members and 94 Party organizations at home and abroad, PTSC Party Committee identifies Party building as the foundation for maintaining discipline and improving the leadership capacity of the entire system. During the past term, Party building work was carried out synchronously in all 5 aspects: politics, ideology, organization, ethics, and inspection and supervision. The average rate of Party organizations completing their tasks well was 96.4%/year; 300 new Party members were admitted, reaching 100% of the plan; no organizations violated discipline. Personnel work was carried out methodically and transparently, focusing on training and rotating young cadres in a practical direction. Ideological, ethical, and corporate culture work was promoted, creating a foundation for solidarity, stability, and sustainable development.
With the system of political - cultural - ethical values ​​preserved and promoted, PTSC Party Committee continues to affirm its leadership role, accompanying enterprises to develop strongly, integrate deeply and fulfill their responsibilities to the community.

With a high sense of responsibility and aspiration for development, the 8th Congress of the Party Committee of PTSC Corporation has set out strategic orientations for the 2025-2030 term as well as the next development path of the Corporation, clearly defining: "Strengthening Party building, promoting heroic traditions, building PTSC into a global brand in the energy industry, focusing on oil and gas technical services and offshore renewable energy." This is a strategic orientation that clearly demonstrates the determination of the entire Party Committee in improving leadership capacity, maintaining the role of the political core in the enterprise; at the same time affirming PTSC's pioneering position in the journey of energy transition, towards sustainable development, and deep integration with regional and international markets. With clear orientation and high political determination, PTSC Party Committee is ready to lead the entire system to successfully implement strategic goals, build a Corporation for sustainable development, international integration and maintain a core role in the national energy industry.

After a day of serious, scientific, democratic and responsible work, the 8th Congress of the Party Committee of PTSC Corporation, term 2025-2030, completed all the contents of the program. The Congress discussed enthusiastically and frankly the current issues on production and business, Party building and activities of the Union to promote creative labor emulation movements, improve living standards, protect the rights and interests of workers, etc. The important documents passed at the Congress are the crystallization of collective intelligence, reflecting the unified will of all Party members, cadres and workers in the entire Party Committee, and at the same time, providing strategic orientation for the sustainable development of PTSC in the coming period.
The Congress elected the Party Executive Committee of the 8th term, consisting of 25 comrades; the Party Standing Committee of 07 comrades. Comrade Phan Thanh Tung - Chairman of the Board of Directors was elected to hold the position of Party Committee Secretary; Comrade Tran Ho Bac - General Director was elected to hold the position of Deputy Party Committee Secretary. The Congress also elected a delegation of 14 official delegates and 02 alternate delegates to attend the 4th Congress of Party Delegates of the Vietnam National Energy Industry Group, term 2025-2030.

With the directions, tasks and solutions approved at the 8th Congress of the Party Committee of PTSC Corporation, term 2025-2030, the development goals have been clearly identified in line with the Corporation's Development Strategy to 2030, with a vision to 2050. The Congress Resolution will be quickly concretized with practical and drastic action programs, associated with political tasks and production - business. All cadres, party members and employees will continue to promote the tradition of the heroic Unit, building PTSC Corporation into a global brand in the energy industry with a focus on Oil and Gas Technical Services and Offshore Renewable Energy.
