The Prime Minister has just issued Directive No. 18/CT-TTg dated June 18, 2025 on implementing tasks and solutions to promote domestic and foreign trade to boost trade activities in 2025.
In the Directive, the Prime Minister requested ministries, agencies and localities to continue implementing tasks and solutions to promote domestic and foreign trade to boost trade activities in 2025, including: Promoting trade promotion activities to serve exports, increasing the market share of Vietnamese goods in traditional markets and markets with FTA/CEPA with Vietnam, while expanding and diversifying export markets, reducing dependence on a number of high-risk markets.
Carry out trade promotion activities to import reasonably and effectively in accordance with production and business requirements.
Strengthen domestic trade promotion activities, implement focused promotional programs, connect supply and demand, promote the campaign "Vietnamese people prioritize using Vietnamese goods", promote trade promotion activities and distribute goods via digital platforms, support the provision of market information, and provide legal advice to businesses to open up the domestic market.

In addition to the general tasks, the Prime Minister also assigned specific tasks to each ministry, agency, and locality. In particular, the Ministry of Industry and Trade presides over and closely coordinates with ministries, sectors, localities, and industry associations to implement national-level tasks and solutions on trade promotion to maintain export growth and ensure domestic supply and demand balance. Specifically, it presides over the development and promulgation of the Master Plan for the national-level trade promotion program for the 2025–2030 period according to regulations.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and organizations to strengthen and diversify trade promotion activities to serve import and export. Effectively deploy and diversify large-scale, in-depth trade promotion programs for each industry in key markets.
Strengthen trade promotion for high-tech products, especially in the fields of semiconductor technology, artificial intelligence, automation, machinery, equipment and components, and renewable energy.
Preside over and coordinate with ministries, localities, and industry associations to select and develop key product groups associated with the National Brand and promote promotion through exhibitions, diplomatic and cultural events, and digital platforms to enhance the value and position of Vietnamese products in the international market.
Promote trade promotion activities to serve selective imports of input materials, components, equipment, and technology for production, to support domestic enterprises to improve production capacity, increase product value for export, and contribute to balancing the trade balance in major markets such as the United States and the EU.
The Prime Minister requested the Ministry of Culture, Sports and Tourism to promote national culture and tourism combined with trade promotion through international cultural, culinary and tourism events. Support localities and businesses to exploit cultural elements and local identities to build export product brands (such as OCOP products, handicrafts).
The Ministry of Culture, Sports and Tourism directs and guides businesses in the tourism industry to carry out promotional activities, promote tourism, improve the quality of tourism services to meet the needs of domestic tourists and attract international tourists to Vietnam.
At the same time, strengthen cooperation with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to organize "Vietnamese Goods Week" associated with cultural festivals in key markets.
The Prime Minister also requested the People's Committees of provinces and centrally run cities to proactively coordinate with ministries, branches and industry associations to carry out trade promotion activities, develop markets, attract and expand production and business investment of enterprises... to create new production capacity, ensuring the supply of high-quality goods to meet the requirements of the export market and the needs of the domestic market.
Industry associations closely coordinate with the Ministry of Industry and Trade and other ministries, sectors and localities in implementing domestic and foreign trade promotion programs; proactively propose trade promotion contents according to industry characteristics to integrate into national programs.
Proactively participate in and promote digital transformation in industry trade promotion activities, including the application of e-commerce platforms, digital marketing logistics, and data analysis tools to support businesses in effectively reaching customers.
